The Clean Air Act and the EPA laws and regulations against harmful PM2.5 air pollutant matter

The most common air pollutants are called criteria pollutants and are regulated by the Clean Air Act and the EPA. These pollutants are: particles, ozone, nitrogen oxides, sulfer dioxide, carbon monoxide, and lead. The EPA have sections under the CAA that help regulate factories and air pollution in the environment. For example section 108 requires the EPA to identify the pollutants that are criteria pollutants, listed above, and determine if where they are coming from and if they "endander public health or welfare". Under section 109 the EPA had to set standards across the board for air pulltion in regard to human health and to the environemtn sperately (Christopher D. Ahlers 2016, 51-52).  There are many more sections that go into detail about what the CAA can do and what the EPA members are required to do as well.

Police Brutality in Kenya

Nanjala Nyabola, a Kenyan journalist and author tweeted: 'There were two anti-police brutality protests in Nairobi today. The one featuring white people made it's way to the US embassy undisturbed. The one led by working class and poor folks ended in teargas and arbitrary arrests.'

On March 25, 2020 the Kenyan government imposed a curfew to limit movement in Nairobi to prevent the spreading of COVID-19. In the ensuing months, the police 'enforced' the curfew by killing as many people as COVID-19 in Nairobi. The police have had a long and bloody history in Nairobi. Missing Voices Kenya have documented the shocking number of people who have lots their lives to police brutality over the years. Although groups in poor neighbourhoods such as Mathare have long held protests against police violence, the recent murder of George Floyd in the US has lent momentum to this movement. Thus, these groups took to the street to walk to the apartment where Yasin Moyo, a 13 year old playing on his balcony was killed by police, to demand that Black lives mattered- everywhere. The protests ended in the police tear gassing protestors.

A separate group comprising of many white protestors marched to the US Embassy to protest extrajudicial killings in the US and Kenya. From reports I have been reading about the protests on Twitter, these groups were left unharmed by the police. It is thus important that we recognize the the situatedness of protests agains police violence in different parts of the world, and the specific histories and contexts that shape each one of them, while recognizing their common themes.

The Disaster Management Act of 2005 constitutes the responsibilites of the NIDM to be human resource development, capacity building, training, research, documentation and policy advocacy in the field of disaster management. The organization aims to promote disaster management as a high priority in the national goverment. They also aspire to create "a culture of prevention" pertaining to disasters that involves all stakeholders.

The Minister of Home Affairs acts as the President, and the Vice Chairman of the NDMA (National Disaster Management Authority) acts as Vice President. The body of the organiation is comprised of 42 members including secretaries of nodal Ministries and Departments of Government of India and State Governments, the heads of national scientific, research and technical organizations, and eminent scientists and practioners. The governing body of the organization, which runs its day to day operations, is comprised of 16 members, and is chaired by the Vice Chairman of the NDMA, with the Secretary of Home Affairs acting as the Vice President.
