Interviews were conducted with inmates and politicians.
Rikers is not safe for inmates due to a varitey of factors, for example, the CO2 emissions, the extreme heat, flooding, the emissions from the landfill, the narrow road that doesn't always allow ambulances to pass. The stench is also disgusting. There are arguments for the closing of the jail and improvemements to how money is spent within society, as well as "efforts" to improve the condition of the jails.
"'Sometimes [the detainees] tell [the guards], 'we not locking in becuase its too hot,' Jackson says. Such refusal has often meant calling in the Emergency Services Unit, the jail version of a riot squad. REferred to as 'the turtles' by some detainees, the ESU is known to use extreme force when bringing people back to their cells"
The health of the inmates is in serious jeopardy and there was in instance in which an ambulance was unable to get to the island, which resulted in a death. There are also a lot of suicide attempts so that should be a warning to someone.
