(E)valuation processes often have unintended consequences. European ocean researchers find themselves caught in a tight bind between the pressure to produce cutting edge, scientifically excellent research and research critical for ocean futures amidst climate crisis. Changing funding landscapes, oriented increasingly towards short-term projects (Franssen & de Rijcke 2019), are both highly competitive and unable to provide sufficient resources for the forms of long-term observation and monitoring that could improve scientific understandings of the ocean. Although collaborating with industry has become increasingly contentious in recent years, especially in regards to the energy sector, ocean research has a long history of relying on industry and military resources (Oreskes 2021). While most – if not all – the researchers I work with feel uneasy about these connections, they see little alternative. If they can’t obtain resources from anywhere else, and they view the outcomes of their research as critical for the future of the ocean, then what? In their efforts to improve research, then, governance practices can perpetuate the very knowledge gaps they seek to address, weaving individual researchers into a precarious web of accountabilities in the process: to themselves, to their communities, and to the ocean itself.

TCEQ: recommendations to improve accountability

The Sunset Advisory Commission is tasked with evaluating the efficiency of over 130 Texas state agencies. A November 2022 news article points out that the group has not reviewed TCEQ's operations for over a decade (Douglas & Martinez 2022). The article also summarizes the Sunset Advisory's recommendations to improve regulation of polluting industries in Texas: 

  • suspending a company's compliance history after major accidents (complicating approval of future permits)
  • increasing of non-compliance penalties from $25,000 per day to $40,000 per day
  • increasing the notice for public hearings and possbility to submit comments up to 36 hours after the hearing

TCEQ's mission and scope

"TCEQ regulates air, water and land pollution and had a $429 million budget in 2021; it oversees more than 250,000 permits ranging from small-scale landscape irrigation to major petrochemical plants." (Douglas & Martinez 2022).

"TCEQ Commissioner Jon Niermann said the agency’s permitting decisions could not be racist because the TCEQ does not choose the location of industrial facilities." (Douglas & Martinez 2022)

The article talks about improving pollution in industrial neighbourhood but they forget to realize that there is water contamination in Newark and also the fact that what can be done to improve pollution rather than just stating to improve pollution but they forget about the pollution thats already been emitted, what can be done regarding that.

Despite air pollution being a problem for every group, this article specifies children as the victims. For example, the author quotes Congressmen Donald M. Payne, Jr saying, "Every single day, children in Newark are exposed to harmful levels of pollution from the port and other sources that rob them of their health, just because of where they live" (Adams). Adams most likely did this to show the severity of this problem by shedding light onto the victims. Air pollution also increases the chances for children developing asthma. Adams writes, "one in four Newark children suffers from asthma, and the hospitalization rate is 150 percent greater for kids living in the city than in the rest of the state, and more than thirty times the rate nationwide."
