Among those now working to oppose the long-term release of more than 1.3 million tons of Fukushima’s radioactive wastewater, contemporary activists can draw inspiration and perspective from an earlier transnational movement during the 1970s, when Pacific Islanders were central to stopping a plan by the Japanese government to dump 10,000 drums of nuclear waste into the Mariana Trench (Branch, 1984; Avenell, 2017). The mobilization of Pacific activists significantly contributed toward achieving the suspension and eventual cancellation of the ocean-dumping plan by taking their stories to audiences in Japan while working in collaboration with Japanese activists. In a strategy that proved crucial for influencing changes in Japanese attitudes toward ocean dumping, Pacific activists shared moving accounts of the environmental and historical injustices to which the Pacific Islanders had been subjected. They gave witness to the harm caused by 67 nuclear weapons tests between 1946 and 1979, which had resulted in the loss of homelands as well as higher rates of leukemia, lymphatic cancers, and genetic defects. These powerful testimonies challenged Japanese audiences to oppose the committing of further aggressions against those with whom they could identify as fellow atomic victims. In “Pacific Solidarity and Atomic Aggression” (2017), historian Simon Avenell writes, “This Pacific iteration of environmental injustice opened the eyes of many antinuclear advocates to the ways Pacific activists connected the radioactive waste issue to a longer struggle for independence and the obliteration of nuclear neocolonialism.” That in turn complicated the victim consciousness which had long informed antinuclear protest in postwar Japan. The activists' intervention made plain the moral case for Japanese people to act in solidarity with their counterparts in the Pacific Islands, who had similarly suffered from the lethal toll wrought by the use of nuclear technology in ways that devalued human life and the natural world. Given the breakthrough achieved through transnational activist solidarity, this historical precedent serves as a reminder that the nuclear wastewater issue must not be relegated to the politicized nationalist frameworks that have become common in contemporary media accounts. Notably in 2021, the unilateral decision to release Fukushima's radioactive wastewater alienated not only residents of neighboring countries but also many of Japan's own citizens, resulting in a breach of public trust which needs to be addressed by stopping the release and pursuing a sincere dialogue with stakeholders - not simply a campaign to attempt persuasion - according to nuclear engineer and Nagasaki University professor Tatsujiro Suzuki (2023). To attain public trust and to honor the moral and ethical legacies surrounding questions regarding nuclear waste and the Pacific Ocean, such a dialogue must extend to transnational stakeholders, and Indigenous knowledge must factor highly into the debate over an issue with vital transboundary and transgenerational consequences.

New York City's electricity patterns during COVID-19

As outlined in this brief article by the U.S. Energy Information Administration, energy consumption by New York City alone has dropped significantly more than the surrounding areas. On a prima-facie observation, one could say the foregoing alleviates stress on the existing energy infrastructures. However, deeper analyses should consider the repercussions that demanding less energy may have on production, supply, and distribution, as well as transitions between larger and smaller electric microgrids. Given energy infrastructures in the United States are already vulnerable, can it be really said the pandemic alleviates stress on the existing energy infrastructures when everybody is connected to the internet and is generally using more technology at home?

The Disaster Resiliance Leadership Academy works to strengthen global humanitarian leadership. The goal of this is to allow for increased resilience in communities and among individuals impacted by natural or manmade disasters. They do this by addressing the causes of vulnerability such as poverty and social inequality. They are able to do this through education, research, and application.

Because this is an academy, it does have tuition and fees. They are outlined as: Tuition, per credit hour: $981. Academic Support Fee, per semester: $420. Additional Fees (mandatory):$590 -- (Student Activity: $120, Health Center: $320, Reily Center: $150). Medical Insurance, per academic year: $3,030. Assuming people don't waive the medical insurance, take 16 credit hours (as is the norm for RPI), the yearly cost is: $20,156. 

The Provost's Office provides students up to $500 for travel needed to present a poster or paper at a conference. There are other opportunities to be granted money with the purpose of travel for conferences or training opportunities. 

Other than this information, I could not find who else would fund this academy. I can assume that Tulane takes on part of the burden as well as governmental agencies in their partner countries.

The "core competencies" as the academy calls them, or the 5 academic pillars that are necessary for DRLA are: human & social factors, economics of disaster, encironment and infrastructure, disaster oprations, and measurement and evaluation. 

In this program, either a Master of Science or a certificate can be obtained. A Master's degree would require 36 credits that can be done in 2 years or in 3 semesters. 18 of these credits must come from core courses that highlight each of the academic pillars as well as 2 research-based courses. The other 18 come from electives, 6 of which must be DRLS. In order to obtain a certificate, 12 credit hours of coursework over 2 semesters is needed. These 12 should be composed of 4 core academic pillar courses.

The aim of this program is "to equip students with a skill-set in emergency preparedness, nonprofit leadership, disaster management, grass-root development, monitoring and evaluation and disaster risk and recovery".  Through this aim and other goals, the requirements for the program create graduates with the professional responsibility, ethical behavior, and integrity expected of leaders in this field.

On the academy's front page, they have information regarding DRLA in the news and other highlights. It would appear that the program is highly regarded. USAID's Office of US Foreign Disaster Assistance visits Tulane to speak to students about career opportunities, showing that this program produces leaders that would fit the role of a caring and talented worker. Graduate students were also able to collaborate with local volunteer teams in the Louisiana Flood Recovery. Some Tulane professors also have UNICEF grants, which allow them to help lead UNICEF tranings meant to strengthen social service workfoce. They have met with several governmental agencies and FEMA, which provides a framework highlighting how well esteemed this academy and program really is.
