Historical and Spatial Analytics for widening the "scope" of hazards

The Sampson County landfill can be smelled before seen. This olfactory indicator points toward the sensory scale of these pungent emissions but also toward the geographic scope: this landfill receives waste from as far away as Orange County (the state's most expensive property/tax base), among dozens of other distant counties, making this "hazardous site" a lesson in realizing impact beyond the immediate locale. So when we answer the question, "What is this hazard?" we must think not only about the landfill as a thing in itself but as a set of economic and political relations of capital and the transit of other peoples' trash, into this lower-income, rural, predominantly African-American neighborhood. In this way, 'thinking with a landfill' (like this one in Sampson County) enables us to analyze wider sets of relationships, NIMBY-ist policymaking, consumerism, waste management, and the racialized spatial politics that enable Sampson County to be the recipient of trash from all over the state. At the same time we think spatially and in transit, we can think historically to (a) inquire about the DEQ policies that enable this kind of waste management system; and (b) the emergent "solutions" in the green energy sector that propose to capture the landfill's methane in order to render the stench productive for the future -- that is, to enable more consumption, by turning garbage into gas. As such, the idea of "hazard" can expand beyond the site itself - impactful and affective as that site might be - to examine the uneven relations of exchange and capitalist-driven values of productivity that further entrench infrastructures such as these. [This offers a conceptual corrollary to thinking, as well, about the entrenchment of CAFOs for "green" biogas development, as we address elsewhere in the platform].

Danielle Koonce in an Opinion piece in the Fayetteville Observer, states...

"And it’s not just household garbage coming in — chemical waste and coal ash has also been disposed of in the Sampson County landfill."

"We listened to community members share how they can no longer garden or enjoy the outdoors due to the thick odor and fumes from the landfill."

"We learned that the landfill receives trash from around the state, from as far away as New York City, and even trash that comes in on ship-barges through Wilmington."

While Bryan Wuester, manager for the Sampson County Landfill states in the Sampson Independent...

"The Sampson landfill accepts waste from North Carolina only, about 5,450 tons from 16 different counties a day."

"The landfill accepts three kinds of waste: construction and demolition materials, solid waste and special waste, which are byproducts of industry. No coal ash comes into the Sampson facility..."

These are two different stories of the landfill coming from two different stakeholders, one in which needs the landfill to be in operation for a job and the other a concerned citizen worried about the disproportional impacts her community faces. While Danielle Koonce listens to the realities of the community members located around the landfill who express concern and worry, the landfill manager denies these realities and insists they are not true. This is not only invaliding to the community members who are fighting to get their voices heard but further embeds environmental injustice into the community.

Facilities and enforcement case searches can both easily be limited by geography (EPA region, city, state, zip code, county, proximity to national border, and watershed). The tool also automatically produces maps that allow users to see the distribution of facilities across space.

3. What data is drawn into the data resource and where does it come from?

This database uses a broad variety of data. Most of the data is collected by the EPA itself. Users are able to search for facilities regulated under the following systems:

  • Risk Management Plan (RMP)
  • Toxic Release Inventory (TRI)
  • National Pollutant Discharge Elimination System (NPDES) - under the Clean Water Act
  • ICIS-Air
  • Resource Conservation and Recovery Act (RCRA) - hazardous waste
  • Safe Drinking Water Act (SDWA)
  • Superfund Enterprise Management System (SEMS)
  • Clean Air Markets Division Business System (CAMDBS)
  • Greenhouse Gas Reporting Program (GHGRP)
  • Emissions Inventory System
  • Toxic Substances Control Act (TSCA)

When looking at individual facilities, the database provides detailed facility reports, enforcement case reports (civil and criminal), air pollutant reports, effluent charts, pollutant loading reports, effluent limit exceedances reports, CWA program area reports, permit limits reports, and other facility documents as available. The database provides easy ways to download and map the data. The database also allows users to narrow facilities searches using demographic data from EJScreen (also maintained by the EPA), the U.S. Census, and tribal land data.

Users can also look for information on federal administrative and judicial enforcement actions through an enforcement case search.

Representing Nuclear Contamination and Remediation

The Weldon Spring Interpretive Center was a discursive jamboree for those of us curious about how anthropocenics are narrated. This particular display at the center stood out to me becuase of its resemblance to other interpretive center or science museum displays representing the "life cycle" of an organism or of cycles of ecosystem conditions (e.g. forest succession). One of the first displays visitors see upon entering the center, the display's format and captions read to me as a clear attempt to control the discourse about nuclear contamination and remediation in the area. The image--or its creator--wants to do the work of suggesting that the clean up process has brought the place "back to how it was," cycling back to a good beginning. The text used in this display is exclusively neutral or positive. The arrows moving from each circle to the next purports to display how "this area has served many purposes over the years." It states "these exhibits are designed to educate you on the history, science, and efforts of many to bring the Weldon Spring site full circle." In this cycle, Weldon Spring is not a hazardouse waste site or contaminated site but rather "a site for remedial action." Thus we are to see the space as a "home to many people," then "a TNT and DNT plant," then "a uranium feed and matierals plant," then "a site for remedial action," "an extensive cleanup effort," "a successful solution," and, finally, "a place to enjoy and learn." In this emphasis on a "return" to good conditions, the displacement of residents, health issues plant workers and others' faced, and the uncertainties or messiness of what adequate clean up is are omitted. In this image, and in much of the interpretive center, the discourse around nuclear materials, its effects and cleanup, is neatened, simplified, into a narrative that de-emphasizes the actual health impacts of these processes and of the political wherewithall that was required to make that remediation happen.
