Environmental harm and the safety are often the key categories and concepts used when citizens and activists have advocated for changes to US military infrastructure in South Korea. By Osan Air Base in Pyeongtaek South Korea, the environmental costs of US military infrastructures often call on the citizens who live near the bases. In this below a new concrete wall built by the US military had blocked the natural water flow, leading to flooding just outside the base during heavy rainfall. Formally all environmental concerns are mediated through a clause called Known Imminent Substantial Endangerment Clause which asks that citizens must prove bodily harm has been inflicted due to environmental harms caused by the US military in order to receive redress. The US military often chooses to ignore claims of US military infrastructure effecting the daily lives of citizens who live near the occupation as the local governments and lawyers are often hesitant to approach the US military about grievances due to the financial support the city receives for hosting US military infrastructure. While environmental protections exist, when they are used and how they are used are often dictated by the US military who are not lawfully accountable for the citizen's livelihoods or concerns with US military infrastructure. In the case of this flooding incident, an activist organization was able to pressure the local government to make a complaint. It resulted in the construction of a drainage system which sits outside of the US military base and inside the property of a local citizen's land. Because all US military infrastructure technically maintains control over the land 3 past it's actual construction it remains up for debate whether the construction of the drainage system should be seen as a base expansion or not.

Hoover’s book is an analysis of the material and psychosocial effects of industrial pollution along the St. Lawrence River, which runs through the Mohawk community of Akwesasne. Hoover focuses on resistance to private and state efforts at land enclosures and economic rearrangements.  Hoover shows how legacy of industrialization and pollution (GM and Alocoa, primarily) ruptured Mohawk relationships with the river, and incurred on tribal sovereignty by disturbing the ability to safely farm, garden, raise livestock, gather, and recreate in ways fostered important connections between and amongst people and the land (“ecocultural relationships”). Hoover describes how confusion about risk and exposure is culturally produced and develops the "Three Bodies" analytic framework to show how individual, social and political bodies are entangled in the process of social and biophysical suffering. 

Hoover also highlights how in response to pollution, Mohawk projects of resistance emerged - a newspaper, documentary films, and  community-based health impacts research. Hoover conducts a comparative history of two research projects tracking the effects on industrial-chemical contamination on Akwesasne people and wildlife: the Mount Sinai School of Medicine’s epidemiological study in the 1980s, which failed to engage Akwesasne people in the production of knowledge or share results meaningfully, and the SUNY-Albany School of Public Health Superfund Basic Research Program study (in the 1990s and 200s), which ultimately began incorporating key theoretical and methodological principles of CBPR.

Katsi Cook, Mother’s Milk Project, collecting samples of breast milk: “Katsi has described this work as “barefoot epidemiology,” with Indigenous women developing their own research projects based on community concerns and then collecting their own data.” (90) - 61? – used a private lab to analyze samples because women did not trust the New York State Health Department

“Barefoot epidemiology” is a concept borrowed from China’s “barefoot doctors”—community-level health workers who brought basic care to China’s countryside in the mid-twentieth century. Hipgrave, “Communicable Disease Control.” According to a “workers’ manual” published by the International Labour Organization, barefoot research is often qualitative, and qualitative research is not the standard approach for conducting health studies, which tend to be based on laboratory experiments and clinical findings. Elizabeth Hoover is an anthropologist and associate professor of environmental science, policy and management at Berkley, who long claimed to be native (receiving grants and research access under this assumption) but has recently admitted otherwise. She has a PhD in anthropology from Brown University  with a focus on Environmental and critical Medical Anthropology.

"CARB establishes state air quality regulations which protect public health by addressing all major sources of smog-forming air pollution, and other forms of air pollution. As a result, cars today are 99 percent cleaner than in the 1970s, resulting in less air pollution overall, shorter hospital stays and fewer days missed from school and work due to respiratory and cardiopulmonary diseases.

California regulations, based on extensive research and sound science, have driven innovation, leading to significant technological developments such as the catalytic converter (which helped slash ozone by 60 percent), and the production of highly marketable low- and zero-emission cars and trucks, and cleaner fuels.

The Global Warming Solutions Act of 2006 (Nunez) expanded CARB’s role to development and oversight of California’s main greenhouse gas reduction programs. These include cap-and-trade, the Low Carbon Fuel Standard and the zero-emission vehicle (ZEV) programs. As a result of these efforts, the state is on track to roll back carbon emissions to 1990 levels by 2020. With the passage of additional laws (such as SB 32 in 2014 and AB 398 in 2017), CARB is now mapping out how these programs and others can help California reach its next target: reducing greenhouse gas emissions an additional 40 percent below 1990 levels by 2030. The ultimate goal for California is to reduce greenhouse gases 80 percent below 1990 levels by 2050."

CARB is made up 16 Board members, 12 of whom are appointed by the Governor and approved by the State Senate.  Out of these 12 board members, the Chair, is the only full-time member. The governor may appoint any board member as the chair. As for the rest, six serve on local air districts, four work to shape air quality rules, and two are "public members." Two of the remaining four board members are appointed by the Senate and Assembly to represent environmental justice committees. And two other "non voting members" are also appointed by the Senate and Assembly to serve as "legislative oversight."

CARB sits at the middle tier of the California's Environmental Protection chain of command:

  • The United States Environmental Protection Agency sets nationwide air quality and emissions standards and oversees state efforts and enforcement.
  • The California Air Resources Board focuses on California’s unique air quality challenges by setting the state’s own stricter emissions standards for a range of statewide pollution sources including vehicles, fuels and consumer products.
  • Thirty-five local air pollution control districts regulate emissions from businesses and stationary facilities, ranging from oil refineries to auto body shops and dry cleaners.
