The political process is also always a learning process, a process of attunement. And becoming attuned to relations of power also means becoming compromised, to a certain degree, despite whether this attunement takes the form of compliance or resistance. For instance, the oil and gas industry has had a large influence on the structure and character of renewable energy advocacy in Austin, Texas, even as it was being developed as a strategy of resistance to petroculture. In particular, there was the purposeful move to imitate the mineral rights contracts that the oil and gas industry had developed in order to drill on private land, creating similarly structured leasing agreements for what would come to be known as “wind farms” in many of the same locations as former drilling sites. The idea here was to create a wealthy landowning class that could help lobby for renewable energy, much like previous land owners had for the oil and gas industry. Secondly, the Texas Renewable Energy Industry Association (TREIA) collectively decided to invite the utility industry to join their ranks in order to pursue renewable energy at the utility scale through the use of Renewable Portfolio Standards. And while Austin’s early energy advocates still speak of this as a winning strategy (and indeed it was), it also reproduced the utility as a center of power and promoted a top-down style of environmental advocacy that had long shut Austin's minoritized and marginalized communities out of its environmental benefits. Building support in this way, by appealing to those who are not only likely to share your perspective and its blindspots, but that have also already shaped the political landscape in their interest, this creates the perfect conditions for injustices to transpire, persist, and even intensify. Thus, part of the struggle for just transition entails keeping the question of what counts as environmental justice or injustice held open at the same time that the former is being pursued and/or the latter resisted.

Louisiana EPA conflict of interest

Facing a pivotal federal investigation into Louisiana’s relationship with petro-chemical companies, the state’s attorney general hired lawyers who were simultaneously representing one of the main corporations at the center of the investigation, documents reveal.

The revelations, contained in documents released under public records requests, have led to allegations of a major conflict of interest and come just weeks after the Environmental Protection Agency [EPA] dropped its civil rights investigation.

Internal emails, contracts and payments, show that the office of the attorney general, Jeff Landry, hired two lawyers to enter closed-door negotiations with the EPA during the 14-month civil rights investigation. But John King and Tim Hardy were also representing the Taiwanese chemicals firm Formosa in separate litigation, challenging a decision to revoke the company’s state air permits. (Moran and Sneath 2023).

Formosa's "bidding war" between Texas and Louisiana

In the 1980s, Formosa Plastics Corporation purchased financially struggling petrochemical plants in Delaware, Texas, and Louisiana. The company subsequently shifted its operations to Texas and Louisiana, where a competitive bidding process ensued between the two states, both of which were known for industry-friendly policies (Tubilewicz 2021). As political scientist Tubilewicz (2021, 16) has argued, the politics surrounding Formosa's investments in these states were not purely motivated by profit but were also shaped by the ongoing struggles of sub-state actors such as politicians and NGOs over issues of internationalization and representation in global affairs.

An example of this can be seen in Formosa's attempt to build a rayon fiber plant in Louisiana's St. John Parish in the late 1990s, an area also known as "Cancer Alley." Protests broke out due to concerns about massive tax exemptions, displacement of Black residents, and the plant's location on the historic Whitney Plantation (Tubilewicz 2021, 11). However, the project was eventually abandoned due to declining market demand and delays. In addition, the local St. John Governor was indicted for illegal industrial rezoning of land around the plantation and receiving $200,000 in real estate commission (Tubilewicz 2021, 11).

The system was built to serve organizations and individuals with humanitarian goals. The system gathers data from report, reviews, and users and compiles it into comprehensible information to help inform decision-making for humanitarian concerns. Portions of the app also focus on education and technical support for field researchers looking to collect large quantities of data.

Twine provides information and software to set up compatible data collection systems that pool information into the larger system, which the app then makes available to its users. The system also includes a publishing and collaboration aspect which allows groups of people from all over the globe to access the same data and report on the findings together.

Data visualization is primarily determined by the type of data being gathered and the system for data collection being used. The app integrates data in order to both make large quantities of data easily viewable and understood, as well as compare studies with existing data stored on the system.

Users must be registered with the site to access any of the available features, and the registration is free. Once registered, users can immediately begin gathering their own data, analyzing the existing information, publishing reports or reviewing existing publications. The system also has several active data collection locations that are only available to registered users.

The technical aspects of the site are quite complex, as the system has over 1,000 active data sites to compile in addition to the reports and reviews stored. The data collection software is the main function that the software supports as it relieves the users from needing their own data bank to work off of.  The publication functions are also supported by the storage system of the app allowing all users to access all publications.
