Sonja D. Schmid uses data pertaining international response to the disaster that occurred in Fukushima. She uses references and information gathered that has to do with the reactions of various leaders. She uses past situations and opinions in order to formulate her conclusion and claim that there is a need for an international nuclear emergency response plan. She pulls from examples that show that many organizations that tried in the past to create a plan failed due to the lack of international authority.

The author uses data from the chain of events and steps taken in response to the disaster in Fukushima along with recollection of the event. She analyzes and collects data about how previous situations similar to the one in Japan and involving nuclear fallout were handled and compared those reactions of Chernobyl and Three Mile Island to the reactions that followed Japan's disaster. She also analyzes responses that leaders had in those nations as well as the public and the new policies that arose from those different situations. She pooled data about the reactions of the public, leaders, law and policies and responses. She then uses that data to develop a plan for possible emergency responses as well as support her argument.

The information used to produce and support the arguments made in the article comes from a number of articles and reports, as well as interviews. For example, the author communicated with the former scientific director of Spetsatom and used that information to form a better image of the situation post-Chernobyl. This information could then be contrasted to other disasters and the organizations formed in the aftermath. The author could then use research papers as a source for statistical data, as well as scientific reports as a basis for the disaster’s existence and its implications. These all together are used to form an interdisciplinary view of disaster relief, and the steps needed to prevent and respond to another nuclear disaster.

She pulled a lot of information from other essays, whether they be directly relating to the Fukushima incident or nuclear safety and preparedness in general. She also conducted communication with a number of other researchers and experts in the field. Additionally, she pulled a great deal from IAEA documents and US NRC publications.
