This text highlights the importance of a mixed methods approach to disaster planning. Specifically, the importance of incorporating qualitative research methods as a way to anchor the voices of marginalized communities within disaster planning and provide context to emerging trends observed in climate related risks.  Regarding disaster planning and undocumented immigrant communities for example, Mendez (2020) stresses that practitioners must go beyond addressing the contextual vulnerability of these communities and consider how to address systemic problems perpetuated by the agricultural industry. The lack of accountability and disregard for human life within the industry, coupled with the lack political power within undocumented immigrant communities, particularly those belonging to the Mixteco/ Indigena indigenous groups, are systems of oppression which must be addressed if climate disaster risks are to be truly addressed.

Mendez (2020) stresses that the intersectionality of race, class, gender, indigeneity, and many other dimensions of identities coalesce to shape the lived experiences of people in their local environments. Traditional quantitative methods, though useful in providing snapshots of disaster vulnerability, can do little in capturing the social environmental conditions which determine responses to extreme weather and climatic events. At best, it can serve to provide an obscured understanding of disaster risks, at worst, this one-dimensional methodology approach may exacerbate existing inequalities perpetuated by systems of racism, classicism, and sexism by rendering whole communities invisible simply by virtue of sampling biases (Mendez, 2020). The case study by which Mendez frames his central argument focuses on how Indigenous immigrants were systematically ignored in emergency response and alleviation efforts following the Thomas Fire in California’s Ventura and Santa Barbara counties. 

 

Lack of coverage and training for environmental journalism in Germany

It is almost impossible to draw con- clusions based on hard facts and numbers.There is no national organization of professionals in the media dealing with this topic like the Society of Environmental Journalists in the USA, for instance.That means there are also no statistics about how many editors, reporters, or producers would count themselves as environmental journalists; nobody is keeping track. Communications scholars, when asked about the number of environmental journalists in Germany, reply with: “That’s something I would also like to know; tell me if you find out.”There is no formal educa- tion, and only a few training opportunities are offered for established writers and editors who want to specialize in the field. In recent years, some well-qualified and experienced reporters on newspapers with influential voices have departed (or been made to depart) the publishing houses or even journalism per se, leaving a noticeable gap." A quote of NRC spokesman Neil Sheehan which is, "Quite frankly, we don't have any nuclear-plant complexes where you have so many reactors packed so closely together" capture the message of the article. It shows there are no nuclear emergency plans for Indian Point Disaster. In the 10 miles radius or even 50 miles radius, there should be prepared an emergency plans and educated the resisdents about the nuclear disaster. 

Another quote "I;m not against the planning. It's where is the funding going to come from to make it happen?" of Steven Peterson, who is director of emergency management for Ulster County, N.Y.. It reveals within the 50 miles radius area provide nuclear emergency plant need federal support and guidance. Government and organisations should offer resisdents a specific emergency plants, such as evacuation and power plants.

Joseph De Avila applied lots of quotations to show different views about the planning for Indian Point Disaster, and also applied a image of the area might be influenced by Indian Point Disaster and the emergency plants should cover. Different views of different people and represnt different counties or organisation to show the present situation of the emergency plants for Indian Point Disaster. Joseph also applied the research of different quotations to show all the education and emergency planning should support by federal government.

The situtation are illustrated by image and quotations of many different representors. The main point is as the title shows, to urges expanded emergency planning for Indian Point disaster. The important thing is federal government need to support and guide the state and organisations.

Indian Point Energy Centre is a new power plants station in Buchanan. As well as the communities around it are without any emergency respond plants to nuclear disaster. NRC is  Nuclear Regulatory Commission, which is an organisation for the safety of nuclear power production and civilians uses for nuclear materials. In addtion, there are some representors of different communities. For example, Ben Smilowitz who is executive director of the Disaster Accountability Project, and Dutchess County’s commissioner of emergency response,Dana Smith. Some actors' words are quotated to show the main point of the article and support the author research.
