The main argument is supported primarily through policy changes that show a changing approach to public health safety in the government and private organizations, with specific examples such as changes to the US government funding for biodefense research in the early twenty-first century. The paper also includes examples of changing scientific knowledge during the later twentieth century, referencing studies and reports that highlight the changing opinions of the scientific community. Finally, the authors divide the paper into several sections each outlining a specific type of problem and the practices devised as a solution, this format clarifies the main argument and aids the reader in understanding the authors views.

The film primarily suggests health infrastructure as a preemptive intervention for outbreaks, with the belief that existing facilities would be better equipped to deal with potentially disastrous diseases when they initially appeared and prevent a wide-scale outbreak. The film also suggests that health education would aid the public in protecting themselves and understanding the necessary steps in stopping a virus.

The article mentioned a database the Times was using to track the location of firefighters throughout the incident, I looked at that system. It is not publicly available but was interesting in that it entirely depended on the news footage, personal videos and eyewitness accounts.

The article mentioned helicopters were being considered for rooftop evacuation, which surprised me due to the smoke. I looked into the visibility in the airspace directly surrounding the World Trade Center, while the smoke was so severe as to be captured by the International Space Station the wind did clear the smoke sufficiently for a clear line of sight between the helicopters and portions of the towers.

The firefighters were climbing the stairs, and reportedly would take hours to reach the top. The article also mentioned several groups of resting firefighters, so I researched the weight each firefighter would have been carrying which added up to 45 pounds of gear and at least an additional 20-30 pounds of tools.

The technical aspects of the site are quite complex, as the system has over 1,000 active data sites to compile in addition to the reports and reviews stored. The data collection software is the main function that the software supports as it relieves the users from needing their own data bank to work off of.  The publication functions are also supported by the storage system of the app allowing all users to access all publications.

Emergency response is addressed both in terms of immediate response to a disaster as well as the long-term care needed to help those displaced or otherwise effected. The initial response to the reactor overload failed to prevent the disaster, and there is some debate as to if the efforts to control the exploding reactor actually increased the amount of radiation dispersed into the air. While attempting to mitigate the disaster workers were exposed to even more radiation than the initial explosion released. This event shows the importance of expertise in response to a disaster, this was the first nuclear disaster of this scale and no one knew how to respond. The majority of the paper focuses on the challenges of caring for hundreds of thousands of individuals when their need will extend for decades if not longer. The authors indicates that the system put in place provides the necessary assistance but only to those with the ability and knowledge to work within the system for their own advantage, and in the long-term it is slowly loosing support from the general society as the Chernobyl explosions falls further into history.

A method used to support the claim is to relate the potential future disasters in the nuclear industry to historical examples which gives credence to the claims in the article and provide relatable evidence to the reader as to the risks associated with not only the nuclear industry but also a lack of preparedness for nuclear disasters. Data used to support the claim includes case studies that the author analyzed as a part of the article, and several other works were cited.
