The mission statement summarizes the aim of the Partners in Health as "to bring the benefits of modern medical science to those most in need of them and to serve as an antidote to despair". They are available to many of the suffering third-world countries that lack modern medicine. They are aided by the most prominent health care leaders in the world. They want to treat those in need of medical care like family, not just giving, but making them feel like they belong and are deserving of the same level of care.

He has only written on book on a macro scale titled, "Disaster and the Politics of Intervention," but he appears to have no further association or expertise in the field.

Stephen J. Collier is the chair of the Graduate Program in International Affairs at the New School in New York City. He is an expert in economic regulation, social welfare, and emergency management in Russia, the Republic of Georgia, and in the United States. He is currently researching the emergence of vital systems security in disaster policy, homeland security, and infrastructure protection. In this manner, he is related with emergency response. He also has a number of publications listed on his CV in relation to disaster response.

The article discusses the "compassion protocols" of France, the laws that allow illegal immigrants to stay in the country and get treated for diseases. They will not be deported and if they are incurable, then their housing costs will be paid for. It brings up politics that are very different from that in America, as far as what people are entitiled to. To be allowed to stay, one must apply to the government and wait to be accepted or denied. In cases of doubt, the individual was supposed to be accepted.

The information in this study can be used to offer help to couples after disasters, as it shows that counseling may be needed to help aleviate some of the issues at hand. While counseling may not be readily available with all of the other disaster relief that is going on, it should be reconized as something that may be necessary to help the recovery process and ensure greater safety.
