North Carolina Environmental Injustice Network

The North Carolina Environmental Injustice Network (NCEJN) is a grassroots coalition of community organizations that is predominantly organized and led by people of color. They work to expose and oppose institutionalized practices that create environmental injustice.

Their mission statement: "To promote health and environmental equality for all people of North Carolina through community action for clean industry, safe workplaces and fair access to all human and natural resources. We seek to accomplish these goals through organizing, advocacy, research, and education based on principles of economic equity and democracy for all people.”

Fieldnotes: Who are the stakeholders?

In this essay the authors have highlighted some of the stakeholders in the fight against industrial biomass operations as members of the surrounding community who live with these operations as close as their own backyards, and experience the environmental pollution directly everyday. They highlighted Belinda Joyner, a resident of Northhampton County, and an environmental activist who rose to defend her community and their lands and livelihoods due to expanding hazardous infrastructures such as the Atlantic Coast Pipeline and the Enviva power plant. Other stakeholders besides activists and organziers such as Belinda include the people of Northampton County who attend hearings with government officials and take a stance agaisnt pollution, as well as organizations such as the Dogwood Alliance. The county is predominantly Black and working class, one of several in North Carolina that bear the brunt of exploittion and pollution by powerful biomass manufacturers such as Drax and Enviva.

This timeline essay provides more examples from recent years of community responses and collective action for environmental justice.

Duplin County, NC Action: Local Challenges to the DEQ's General Permit for Hog Farms

In an article written in August 2022 details the complaints of residents of Duplin County and the Environmental Justice Community Action Network in response to a general permit for hog farms in Eastern North Carolina that would pollute the ground and water by relaxing regulations on farms with varying numbers of livestock. A quote from Sheri White-Williamson, cofounder of the Community Action Network, says, 

“A general permit is a one-size fits all system, regardless of the number of animals you have,” she said. “That doesn’t seem to make good environmental sense. At the very minimum we would like to see the denitrification system that has shown to be better for taking care of the toxins that come out of this process. Unfortunately, that hasn’t happened.”

Local groups urge the DEQ to set regulations on a case by case basis depending on the size of biogas operations and should require cleaner systems and ways of getting rid of waste.

Mishuana Goeman in Mark My Words talks about remapping as a way of rethinking space and temporality, so the future is driving the study of the past and the past is interrogated for the future.

Goeman uses the fiction of Native women to push forth the idea that words don’t only represent reality, arguing that by using narrative “in (re)mapping, we as Native people have the power to rethink the way we engage with territory, with our relationships to one another, and with other Native nations and settler nations” (38–39).

So imagining spatial encounters and relationships is actually a way of mapping alternative relationships

Massey’s understanding of space is the “product of interrelations,” “spheres of possibility,” “and always under construction or a simultaneity of stories-so-far” (6-7), so space is a meeting of histories.

What histories are meeting now? Maybe more importantly, whose histories are meeting? I think this is where scalar analysis can come in to complement Massey’s thinking about space.. to start to tease out a bit these entangled encounter or meeting space, knowing it will never fully be disentangled.

 

Also, when think about Massey’s line of space as a meeting place, something always in transit, I’m thinking specifically of encounters. And space/place as encounter. And stay at home orders rethink the way many of us are encountering each other, also in certain contexts, especially for those with the privilege of staying at home, change encounters are being lost. The sort of tranistness of space is being lost.

I’ve been thinking a bit with Elizabeth Povinelli’s use of “abject” status (the excess, to cast away, the throw away) which she pulls from Judith Butler and spaces of liminality. The subjective experience of an abject status intersects so harshly with systems of power, the economy, national policy, etc. So, thinking about spaces of abjection. Who occupies this space during this time? How is it changed? How is it being embodied?

In our group we had Dr. Jessica Sewell come speak to us a little while ago about her book Women and the Everyday City and we landed on the topic of “imaginaries of space” for a long time. And the visual politics of space- so how do we notice things? What do we notice? What seems out of place or in place. Thinking about how imaginaries make certain presences completely invisible (thinking here about gendered labor, black labor, and more). And how powerful imaginaries are, how they intersect with our construction of language. But also how resistance can work with these imaginaries.. thinking about women’s sort of take over of dept stores during the suffrage movement as an extension of their private space, a space for organizing. This is long winded way of trying to think through COVID-19 national models in the context of national imaginaries. What has been puzzling me is so many Americans’ response to the Swedish model of governing in Covid and how imaginaries of Sweden have been warped in such a way that there is a complete erasure of how xenophobic policies have gained traction in Sweden in recent years.

Gendered Spaces – We keep seeing these headlines over and over  (https://www.nytimes.com/2020/05/15/world/coronavirus-women-leaders.html) and I think there’s a lot more analysis that needs to happen here.. But women leaders = success in governance in these reports and I think we should complicated this more. What does this look like from the scale of the body to national political offices?

^ For many this is failure, but for others the ability to have militarized weapons in the state capitol is a success. So how do we blur the boundaries between success/failure?

 

Mitigation, Extremes, and Water

META: Water seems to be one important medium through which NOLA envisions the “impacts” of the Anthropocene—scarcity, abundance, temporalities and spatial distributions, management of, and hazards that emerge in its context. Less is said about the causal or attributional aspects of the Anthropocene. How might water function as an entry point into the assemblages of local anthropocenics?

I found the NOLA Hazard Mitigation Plan for 2018, which frames the impacts of the Anthropocene as an intersection of weather extremes amid climate change and evolving vulnerabilities of its people. Four of seven items in the executive summary note water as central to local interventions: flood awareness, flood repair, flood mitigation, flood infrastructure. Too much water or water in the wrong places and the aftereffect of water on infrastructure and lives. One expression, then, is preparedness.

MACRO: Mitigation is an interesting analytic for the Anthropocene. In the US mitigation plans are shaped by the 1988 Stafford Act (which amended the 1974 Disaster Relief Act). Constraints on communities come through rules, regulations, policies, (dis)incentives, and surveillance by state and federal authorities. Much of this is bound by economic and administrative discourses.

Goals are set in this document—broken out by timelines, activities, priorities, and capabilities. Another expression is classification of anthropocenics by subfields and accounting metrics. How do we measure progress and what is deferred to the future, 5-10 years out from today, a goal that has no tangible accountability but is named and acknowledged. What are the practices of naming, responsibility, and making (in)visible in the Anthropocene?

BIO: One new initiative, Ready for Rain, in particular is of interest to me as it highlights the more neoliberal vision for how the public should self-regulate risk and mitigate harm. I hear this as an extension of a government agency program to make the nation Weather Ready. Other bullets highlight “green” buildings, energies, and infrastructures. These could be examples of how the city envisions the Anthropocene feedback loop of humans changing/planning for climate alterations, which is a fairly typical lens.

Some questions: What does the water do? What does the water know? If we trace water in all its instantiations (e.g. historical water, flow of water, chemistry of water, application of water, temperature of water), what do we learn about the future imaginaries of what NOLA will / could / ought to become?
