North Carolina Environmental Injustice Network

The North Carolina Environmental Injustice Network (NCEJN) is a grassroots coalition of community organizations that is predominantly organized and led by people of color. They work to expose and oppose institutionalized practices that create environmental injustice.

Their mission statement: "To promote health and environmental equality for all people of North Carolina through community action for clean industry, safe workplaces and fair access to all human and natural resources. We seek to accomplish these goals through organizing, advocacy, research, and education based on principles of economic equity and democracy for all people.”

Fieldnotes: Who are the stakeholders?

In this essay the authors have highlighted some of the stakeholders in the fight against industrial biomass operations as members of the surrounding community who live with these operations as close as their own backyards, and experience the environmental pollution directly everyday. They highlighted Belinda Joyner, a resident of Northhampton County, and an environmental activist who rose to defend her community and their lands and livelihoods due to expanding hazardous infrastructures such as the Atlantic Coast Pipeline and the Enviva power plant. Other stakeholders besides activists and organziers such as Belinda include the people of Northampton County who attend hearings with government officials and take a stance agaisnt pollution, as well as organizations such as the Dogwood Alliance. The county is predominantly Black and working class, one of several in North Carolina that bear the brunt of exploittion and pollution by powerful biomass manufacturers such as Drax and Enviva.

This timeline essay provides more examples from recent years of community responses and collective action for environmental justice.

Duplin County, NC Action: Local Challenges to the DEQ's General Permit for Hog Farms

In an article written in August 2022 details the complaints of residents of Duplin County and the Environmental Justice Community Action Network in response to a general permit for hog farms in Eastern North Carolina that would pollute the ground and water by relaxing regulations on farms with varying numbers of livestock. A quote from Sheri White-Williamson, cofounder of the Community Action Network, says, 

“A general permit is a one-size fits all system, regardless of the number of animals you have,” she said. “That doesn’t seem to make good environmental sense. At the very minimum we would like to see the denitrification system that has shown to be better for taking care of the toxins that come out of this process. Unfortunately, that hasn’t happened.”

Local groups urge the DEQ to set regulations on a case by case basis depending on the size of biogas operations and should require cleaner systems and ways of getting rid of waste.

Migration and Movement

Might movement, both forced and voluntary, be a defining characteristic of the anthropocene? If not, where might this quality find a home within the analytic questions? 

In preparation for the field school I am reading Edward Baptist's The Half Has Never Been Told. Chapter 1, 'Feet', tells the history of the forced migration of slaves from northern coastal plantation colonies to the south. Men and Women, chained together by iron were forced to walk in coffles to South Carolina or Georgia. As Baptist writes 

Men of the chain couldn’t act as individuals; nor could they act as a collective, except by moving forward in one direction. Even this took some learning. Stumble, and one dragged someone else lurching down by the padlock dangling from his throat. Many bruised legs and bruised tempers later, they would become one long file moving at the same speed, the same rhythm, no longer swinging linked hands in the wrong direction (25).

One of the arguments presented in this book is that American capitalism, as we know it today, would be impossible without the the foundations put in place by slave labor. The early chapters also make clear that forced migration, the movement and redistribution of enslaved persons, allowed for the southern states to expand agricultural production and increase white wealth. This eventual transformation of land and capital was predicated on the movement of peoples from one place to another, and as the passage above suggests, this movement had a rhythm, a timbre, a musical modality. 

I contrast this with Zenia Kish's article "My FEMA People": Hip-hop as disaster recovery in Katrina Diaspora where she argues that the music that emerged following Katrina was the first time American hip-hop engaged with "the thematic of contemporary black migration as a mass phenomenon in any significant way" (674). This article also draws attention to the rhythms of post Katrina life; the call and response of Bounce, the vibrations of trauma. Although lyrical expression proved the most potent way for artists to narrate the impact of environmental change and political neglect, the music itself was borne out of the experience of moving through and with disaster. 

Both writings point to the importance of further exploring the rhythms of mobilities as they relate to environmental transformations. I'm struggling to see where this point of inquiry maps to the analytic questions and may be worth some further exploration.

Urban Water

I am currently at the Ecological Society of America annual conference, so I am a bit limited on time to dig into New Orleans. I want to share the link below to the NoLA Urban Water plan. Even the nomenclature of 'urban water' allows us to think a bit deeper about how natural resources take on new characteristics, transformations, and meanings based on the spaces they inhabit. For instance, what does it mean for water to be Urban and how might that designation change how it is governed or interpreted?  

Furthermore, in thinking through the Field School's call to investigate Slavery and Labor, what might be the work of creating specifically urban waters? What forms of scientific knowledge and technological devices make urban water legible?

In asking these questions I'm thinking through a recent presentation I saw by Billy Hall who called attention to the wedding of environment and race in Baltimore City as a mechanism to encourage policies of segregation. I'm inclined, as we move into New Orleans, to think further on this provocation to examine how powerful social perceptions are wedded to techniques of governance to achieve publicly oriented outcomes.

Bodies and Land in NOLA

The history of racialized exclusion to both social power and land tenure and homeownership has shaped how bodies are differentially impacted by land use in NOLA. This entire history could (and probably already is) a topic for a dissertation, but one case I found particularly interesting involved the Army Corps of Engineers' 2007 creation of an online database in which residents can find the "flood potential" faced by their homes (http://nolarisk.usace.army.mil/ --unfortunately no longer up).  While this database was hailed as a landmark achievement in providing NOLA residents with their "right to know" about the risks in their neighborhoods, only a few remarked on what the data actually showed: that in the two years following the flood predominantly white neighborhoods had experienced 4-6 feet of flood reduction, black neighborhoods had experienced little to no flood reduction whatsoever. 

This reminds me of a more general entanglement of racialized disparities, historical disinvestment and inequitable distribution of risk in America, which as Anna Clark so summarily puts it (in respect lead": "lead is one toxic legacy in America's cities. Another is segregation, redlining, and rebranding: this is the art and craft of exclusion. We built it into the bones of our cities as surely as we laid lead pipes."  

Land Use Education in NOLA

One interesting example of land use education that I found is the Whitney Plantation Museum in Wallace, LA--about an hour north of New Orleans proper and right on the banks of the Mississippi River. The museum is, according to its website, "the only plantation museum in Louisiana with an exclusive focus on the lives of enslaved people." The 2,000 acre property was once a sugarcane plantation that operated from 1752 until well into the 19th century, with over 350 enslaved persons working on it during this period. 

The museum was founded in 2014 by John Cummings, who has spent more than $8 million of his own fortune on this long-term project, and worked on it for nearly 15 years.[ The director of research is Ibrahima Seck, a Senegalese scholar who has done much work on the history of slavery. These two seem to be the primary organizers of education in the musuem which focuses on how land in the Lower Mississippi was organized towards the cultivation of Sugar. 

Right off the bat, it is interesting that this museum is completely financed by a private citizen. I've looked up other plantation museums in the region and for the most part they see to all be privately run. Also, contrast the focus on slavery at Whitney to the Oak Alley plantation museum's celebration of a family legacy of sugar planters: "Hold fast to that which is good...."
