Rick Mullin (Feb 9, 2023) reports about a railcar accident in Ohio in which several cars carrying vinyl chloride had to be released and burned. Mullin highlights that the event is one in a series of recent rail accidents in Ohio, calling into questions the safety of the railway infrastructure. He also mentions that, based on data from the Chlorine Institute  20,000 rail shipments of vinyl chloride in North America in 2021.

This release by the EPA has prompted activism in the communities affected by EtO sterilization facilities. As noted by EarthJustice on the news, “Raul Garcia, legislative director for Healthy Communities at Earthjustice: ‘This is an important and welcome step to increasing transparency on the toxic air pollution and health threats that sterilizer facilities pose to the health of millions of Americans. Now that EPA has new information on precisely where the worst health threats are, the agency must use its full authority to ensure public health so no one gets cancer from this pollution and require fenceline monitoring at these facilities. Now, EPA must issue a strong new rule that phases out the use of ethylene oxide at commercial sterilizers. No one should get cancer from facilities that are used to sterilize equipment in the treatment of cancer.’ “. In addition, one major article edited and published by ProPublica sparked both outrage but in addition, change. It is almost impossible to draw con- clusions based on hard facts and numbers.There is no national organization of professionals in the media dealing with this topic like the Society of Environmental Journalists in the USA, for instance.That means there are also no statistics about how many editors, reporters, or producers would count themselves as environmental journalists; nobody is keeping track. Communications scholars, when asked about the number of environmental journalists in Germany, reply with: “That’s something I would also like to know; tell me if you find out.”There is no formal educa- tion, and only a few training opportunities are offered for established writers and editors who want to specialize in the field. In recent years, some well-qualified and experienced reporters on newspapers with influential voices have departed (or been made to depart) the publishing houses or even journalism per se, leaving a noticeable gap." "Summarizing, environmental journalism in Germany appears to be in a transition phase. Many traditional media and press outlets are struggling to keep their business model or find a new one. And reporting on air quality, biodiversity, or the climate beyond their often-superficial implications for national politics is not high on the list of priorities. Much of the work might be shifting to online publishing in new contexts and organizations, but those are still forming and far from settled."

By establishing for effective communication of information regarding a nuclear accident to other states which could be effected by it, and creating policies for the transfer of information, the convention addresses public health by giving goverments access to the information needed to respond to a nuclear disaster from abroad. 

The Ebola outbreak is, by its very definition, a matter of public health. The outbreak presented a danger to the global health community and resulting policies dealing with this epidemic were public health policies. That being said, the policy in place mostly served as a protocol mostly for agencies of New York in the event the epidemic spread. It focused on standardizing the practices of health, transport, and government agencies in the event of an outbreak; it did not focus on individuals already effected with the disease, but more so on preventing the spread of the epidemic. 

The NYS Ebola Preparedness Plan was developed in reponse to the growing public fear of a widespread outbreak of the ebola virus disease or ebola hemorrhagic fever. It aimed to mitigate the transmission and spread of the disease in the event of isolated cases occurring in the State of New York or neighboring states.

The policy addresses matters of public health because it ensures people who were affected by 9.11 get the help and support they need. It provides money and healthcare to those who were hurt physically or mentally by the attack on the world trade center. The act itself identifies possible issues ( a braod spectrum) that could be a driect fault of the attack, it also offers a board if the issue is not listed- to be treated.

The policy addresses how healthcare workers should respond to a suspected ebola incident. This is directly to public health because it affects how the public will receive medical care in the event of an ebola incident.

Following the attacks on 9/11/2001, a number of health issues arose in the population of residents and workers present. Dust and other toxins inhaled from the rubble created a number of respiratory issues. The need for monitoring of these, and other, health conditions is what lead to the need for such a policy. Without the policy in place, victims would need to fund their own healthcare, and with the large number of affected people, the price would be more or less ridiculous to force on people. 

The policy address matters that long term health monitoring and analysis for people who might have been exposed to airborne toxins that were released, or to other problem as a result of the terrorist attack. It might be extend more problems without monitoring and solve the problem in time.
