The policy does not make any specific mentions of how to deal with vulnerable populations. However, if one were to consider the nature of New York, it can be argued that the city's entire population is vulnerable to outbreak. As a hub of trade, finance, travel, and business, New York is at a considerably higher risk than a city without this high metropolitan activity. The policy does include measures on how to treat individuals who show signs and symptoms in public locations, but does not mandate testing or health checks for individuals involved in transport, travel, or who have limited access to health care (the homeless).

The policy definitely provides a good amount of suport for a large amount of people affected. However, certain populations are left out of this. The large number of transiet persons, as well as non-resident people, in New York City is enourmous. These people were surely affected by the attacks, but are not included in the policy. This is, of course, understandable, as tracking the presence of these people's is nearly impossible nearly 10 years after the attacks. Regardless, it is a flaw in the policy.

The entirety of this document illustrates how vulnerable refugees are. They define refugee to be someone who has been persecuted for reasons of "race, religion, nationality, membership of a particular social group or political opinion." They discuss the fear that refugees feel and that they should be treated favorably, sympathetically, and like other citizens of the contracting state.

The policy effects vulnerable populations as it deals with those injured, displaced, or otherwise effected by a disaster. While the act doesn’t specifically effect a population that is currently vulnerable, individuals displaced by a disaster are dependent on the help of relief organizations and their community. This leaves them incredibly vulnerable and in need of the support systems detailed in this policy.
