COVID-19 meatpacking

Industrial meatpacking plants in countries all over the world (USA, Germany, Australia) have all become hotspots of COVID-19 (Link). 

The close proximity in which workers working in such plants, the gruelling hours, the lack of access to healthcare among workers (many of whom are immigrants, refugees and POCs), are all reasons why such plants have emerged as hotspots. This Propublica article talks about the amont of preparation that such an industry has for pandemic flu outbreaks that could wipe out animals, but failed to do the same for their workers (Link). Moreover, our desire of meat (bad for the environment and unsustainable), has resulted in these companies having a tremendous amount of clout which allowed some to go over the heads of local officials as the ProPublica article reports. 

Air Pollution <-> COVID-19

A well publicised Harvard study reported an association between long-term exposure to fine particulate matter (PM2.5) and COVID-19 deaths (Link). Another recent study that consider multiple pollutants found a signficiant association between nitrogen dioxide (NO2), a traffic-related pollutant and COVID-19 deaths, and not PM2.5 (Link).

Air pollution and COVID-19 have intersected in other ways. The decreases in air pollution due to the lockdown were seen as one of the few silver linings of the crisis (Link). Although early optimism has been dashed as air pollution levels have jumped right back up in China (Link) and other places when the lockdown was lifted. Some may say that under the cover of COVID-19, the Trump administration also rolled back several environmental regulations (Link), and it is unclear yet what the long-term effects of such rollbacks will be.

Air pollution is also a carrier of COVID-19 (Link), and researchers have been investigating the transmission of the virus by simulating mundane activities such as speaking in the elevator and even flushing a toilet.

Some of the other ways however, in which air pollution and COVID-19 will intersect are at infrastructure such as warehouses, which we will see increase as more and more people move to shopping online. Already in the recent pasts of the building of massive warehouses have been challenged for environmental justice reasons, as they tend to be built in poor, minority communities and result in heavy freight traffic, which in turn burdens such communities with increased pollution (Link1, Link2). Amazon employees themselves have documented the nature of siting of warehouses (Link), and it is likely to become an even more fraught site of contention as we move forward.

The Lapse in the U.S. Federal Government’s Response to the Indigenous Impact of COVID-19

The previous annotation opened with Navajo Nation President Jonathan Nez’s remarks about being forgotten by the U.S. federal government, and the failure of federal actors to recognize their responsibility and respond to the needs of Indigenous nations of the United States. What President Nez said authorizes a common discourse circulating among Indigenous nations around the world about “being forgotten,” and the general ignorance of the nations within which sovereign nations are nested (see IITC Webinar Series). The Indigenous impact of COVID-19 has made the experience of being forgotten painfully apparent. In the previous annotation, I described how recent reportage has displaced this noticeable discursive gap in the absence of the federal government. This annotation amplifies the irony that such structures and processes of forgetting are becoming increasingly visible.

In what follows, I will examine how ignorance and forgetting were enacted by the federal government through a new strategy of the politics of time, as witnessed in the untimely response to the crisis that is rapidly unfolding in the Navajo Nation (Dinétah). To be sure, the delay in federal emergency relief funds incapacitated public health responses across all levels of government—“tribal” and “non-tribal”—but in varying degrees; the impact was acute among tribal government. At a broad scale, what we have witnessed is an inversion of the “capacity building” that was once in vogue in international development discourse in the domains of government and business, and the effective reduction in the U.S. government’s capacity to respond to natural and anthropogenic disasters. I will not speculate on how such extensive incapacitation of government produced a neoliberal lapse that opened up a new space for privatizing ‘essential’ public health services and technologies. Instead I will focus on perceptions of “the lapse” itself, which marks a double meaning as both the passage of time and cognitive failure in memory.

President Nez underscored the urgency of the matter: “Navajo residents are panicking as these numbers rise... We need a lot of help fast from the federal government.” Nez continued by describing the partial access to limited emergency relief funds: “We’re barely getting bits and pieces. You have counties, municipalities, already taking advantage of these funds, and tribes are over here writing our applications and turning it in and waiting weeks to get what we need.” A New York Times report identifies the “delays in receiving federal emergency funds” and the compounding effect of “the requirement that tribal nations, unlike cities and counties, must apply for grants to receive money from federal stimulus legislation.” The report concludes, “the Navajo Nation—among other tribal nations — has faced crippling delays in receiving emergency funding” (NYT). An Arizona Congressman, Greg Stanton, echoed Nez’s concern using a similar vocabulary of timing: “Well, I’m very frustrated. I’m angry we’re waiting. We’re in the middle of a pandemic. The tragedy on the Navajo Nation is happening right now, in real-time. This is not the time for delay.”

This is not the time for delay. It bears repeating. The prevailing discourse of urgency and delay calls out the federal government’s strategic negotiation of the politics of time. The anthropologist Stuart Kirsch introduces the concept of the “politics of time” to understand how corporations strategically delay recognition of the environmental impacts of industry (2014:145-148, 155). I am advancing the concept here to account for how the Trump administration has scaled up the widespread corporate strategy of delaying recognition and deferring critique through a new form of government incapacity building—literally and actually building incapacity into every level of government. The lapse in the federal response is a new strategy of the politics of time that forces us to think critically about novel responses to incapacitating delays during the pandemic. Kirsch also accounts for the new politics of time leveraged by the critics of corporations: the novel strategy of critical intervention early in the production cycle made possible by accelerating the local learning curve and sharing information. In the new (covid) politics of time, both early intervention and information sharing were stifled by the once most trusted authority of information, the Executive Office of the President.

The incapacitating effects of the new politics of time are exacerbated by attempts to control information and, in this case, produce a dazzling array of misinformation at the discursive level of national public health. During an interview on Democracy Now!, Dean Seneca, former senior health scientist in the Partnership Support Unit of the Office for State, Tribal, Local and Territorial Support at the Centers for Disease Control and Prevention, offers a diagnosis for why the Indigenous impact of COVID-19 has been so severe: “Well, as you can tell, you know, right from the very beginning, I mean, [Trump] didn’t make this pandemic a priority. He did a lot of mixed messaging in the very, very beginning when he started to talk about this. And you see that he’s trying to now — in his recent reports, trying to justify that, ‘No, we were on top of this right from the beginning.’ And that’s far from the case. You know, his mixed messaging is what was really critical. At times, he would say, ‘Well, hey, this virus is just going to go away. And we’ll wake up one day, and it won’t be here.’ You know, people listen to this information, and that is the wrong thing to send. He made a major mistake in eliminating his council on international health and global pandemics. That was huge right from the beginning. He should never have done that.” These early interventions of the current administration had broad incapacitating impacts.

p217: "[Subaltern Studies] can never be continuous with the subaltern's situational and uneven entry into political (not merely disciplinary, as in the case of the collective) hegemony as the content of an afterthe- fact description. This is the always asymmetrical relationship between the interpretation and transformation of the world which Marx marks in the eleventh thesis on Feuerbach. There the contrast is between the words haben interpretiert (present participle—a completed action—of interpretieren— the Romance verb which emphasizes the establishment of a meaning that is commensurate with a phenomenon through the metaphor of the fair exchange of prices) and zu verandern (infinitive—always open to the future—of the German verb which "means" strictly speaking, "to make other"). The latter expression matches haben interpretiert neither in its Latinate philosophical weight nor in its signification of propriety and completion, as transformierien would have done. p217: "If it were embraced as a strategy, then the emphasis upon the "sovereignty,... consistency and...logic" of "rebel consciousness" (EAP, 13) could be seen as "affirmative deconstruction": knowing that such an emphasis is theoretically nonviable, the historian then breaks his theory in a scrupulously delineated "political interest."19 If, on the other hand, the restoration of the subaltern's subject-position in history is seen by the historian as the establishment of an inalienable and final truth of things, then any emphasis on sovereignty, consistency, and logic will, as I have suggested above, inevitably objectify the subaltern and be caught in the game of knowledge as power. Even if the discursivity of history is seen as a fortgesetzte Zeichenkette, a restorative genealogy cannot be undertaken without the strategic blindness that will entangle the genealogist in the chain. Seeing this, Foucault in 1971 recommended the "historical sense," much like a newscaster's persistently revised daily bulletin, in the place of the arrogance of a successful genealogy. 20 It is in this spirit that I read Subaltern Studies against its grain and suggest that its own subalternity in claiming a positive subject-position for the subaltern might be reinscribed as a strategy for our times.

What good does such a reinscription do? It acknowledges that the arena of the subaltern's persistent emergence into hegemony must always and by definition remain heterogeneous to the efforts of the disciplinary historian. The historian must persist in his efforts in this awareness that the subaltern is necessarily the absolute limit of the place where history is narrativized into logic. It is a hard lesson to learn, but not to learn it is merely to nominate elegant solutions to be correct theoretical practice."

p. 214: "Reading the work of Subaltern Studies from within but against the grain, I would suggest that elements in their text would warrant a reading of the project to retrieve the subaltern consciousness as the attempt to undo a massive historiographic metalepsis and "situate" the effect of the subject as subaltern. I would read it, then, as a strategic use of positivist essentialism in a scrupulously visible political interest. This would put them in line with the Marx who locates fetishization, the ideological determination of the "concrete," and spins the narrative of the development of the moneyform; with the Nietzsche who offers us genealogy in place of historiography, the Foucault who plots the construction of a "counter-memory," the Barthes of semiotrophy, and the Derrida of "affirmative deconstruction." This would allow them to use the critical force of anti-humanism, in other words, even as they share its constitutive paradox: that the essentializing moment, the object of their criticism, is irreducible.

p.213:"I am progressively inclined, then, to read the retrieval of subaltern consciousness as the charting of what in poststructuralist language would be called the subaltern subject-effect.15 A subject-effect can be briefly plotted as follows: that which seems to operate as a subject may be part of an immense discontinuous network ("text" in the general sense) of strands that may be termed politics, ideology, economics, history, sexuality, language, and so on. (Each of these strands, if they are isolated, can also be seen as woven of many strands.) Different knottings and configurations of these strands, determined by heterogeneous determinations which are themselves dependent upon myriad circumstances, produce the effect of an operating subject. p. 210-211:" It is the force of a crisis that operates functional displacements in discursive fields. In my reading of the volumes of Subaltern Studies, this critical force or bringing-to-crisis can be located in the energy of the questioning of humanism in the post-Nietzschean sector of Western European structuralism, for our group Michel Foucault, Roland Barthes, and a certain Levi-Strauss. These structuralists question humanism by exposing its hero—the sovereign subject as author, the subject of authority, legitimacy, and power. There is an affinity between the imperialist subject and the subject of humanism. Yet the crisis of anti-humanism—like all crises—does not move our collective "fully." The rupture shows itself to be also a repetition. The collective falls back upon notions of consciousness-as-agent, totality, and culturalism that are discontinuous with the critique of humanism. They seem unaware of the historico-political provenance of their various Western "collaborators." Vygotsky and Lotman, Victor Turner and Levi-Strauss, Evans-Prichard and Hindess and Hirst can, for them, fuel the same fire as Foucault and Barthes. Since one cannot accuse this group of the eclecticism of the supermarket consumer, one must see in their practice a repetition of as well as a rupture from the colonial predicament: the transactional quality of interconflicting metropolitan sources often eludes the (post)colonial intellectual."
