Our Purpose

One of our greatest responsibilities is to prepare the next generation to meet the challenges they will face in the 21st Century, with a deep commitment to the rights and responsibilities of U.S. citizenship. We have a unique opportunity for a community dialogue about the civic values, knowledge, and skills that K-12 students should learn and practice in our public school system. We will create strong community support for our schools to provide effective civic education for students to be successful in college, career and citizenship.

Goals

Facilities and enforcement case searches can both easily be limited by geography (EPA region, city, state, zip code, county, proximity to national border, and watershed). The tool also automatically produces maps that allow users to see the distribution of facilities across space.

This database uses a broad variety of data. Most of the data is collected by the EPA itself. Users are able to search for facilities regulated under the following systems:

• Risk Management Plan (RMP)
• Toxic Release Inventory (TRI)
• National Pollutant Discharge Elimination System (NPDES) - under the Clean Water Act
• ICIS-Air
• Resource Conservation and Recovery Act (RCRA) - hazardous waste
• Safe Drinking Water Act (SDWA)
• Superfund Enterprise Management System (SEMS)
• Clean Air Markets Division Business System (CAMDBS)
• Greenhouse Gas Reporting Program (GHGRP)
• Emissions Inventory System
• Toxic Substances Control Act (TSCA)

When looking at individual facilities, the database provides detailed facility reports, enforcement case reports (civil and criminal), air pollutant reports, effluent charts, pollutant loading reports, effluent limit exceedances reports, CWA program area reports, permit limits reports, and other facility documents as available. The database provides easy ways to download and map the data. The database also allows users to narrow facilities searches using demographic data from EJScreen (also maintained by the EPA), the U.S. Census, and tribal land data.

Users can also look for information on federal administrative and judicial enforcement actions through an enforcement case search.

ECHO is maintained by the U.S. Environmental Protection Agency (EPA). Its purpose is to provide comprehensive information about all of the facilities regulated by the EPA. It is connected directly to the EPA's internal enforcement record system, so information is currrent.

There are missing data points within the dataset (attributed to non-reported information). This dataset has also been acknowledged to be limited in its prioritization of government data, which could have political limitations that may skew the degree of severity for disasters reported. 

This dataset can be used to demonstrate the geographic distribution of disasters in Vietnam over time. This database recognizes multiple dimensions of disaster, including natural (typhoons, hurricanes), technological (a chemical spill, a factory explosion), and more

This dataset includes information at the country and regional level. Reports of disasters, both natural and human-related, are recorded at the country and province, region, or city level.  

This resource has been used in a publication written by Hoang et al., 2018 on the economic cost of the Formosa Toxic Waste Disaster in Central Vietnam. It is specifically used within the journal article to highlight the forms in which disasters can take place within a nation, and the rising cases of industrial disasters that have afflicted vulnerable communities within the last decade. This characterization sets the stage and context for the Formosa disaster, and integrates it within a wider conversation about the effects of intensified industrialization on the environment.
