There were many personal interviews along with overall analysis of the system through history of the industry and related companies. He combined both personal subjective experience and objective events to strengthen his arguement.
This report does not specifically address disaster, however it shows a new trend in primary care medicine, taking it out of doctor's offices and hospital emergency rooms and bringing it into people's residences. Recent trends have shown massive increases in ED usage for non emergency conditions, causing a shortage in beds and resources. The communuty paramedic program has the purpose of "respond[ing] to identified health needs in underserved communities, ultimately improving the quality of life and health of rural and remote citizens and visitors." The report also cites previous community paramedic programs in Fort Worth, TX, and Nova Scotia, Canada, where the program was shown to decrease ED usage by 23% and reduce costs by over $2 million.
This policy was created as a direct response to the Chernobyl Disaster. An interesing historical note is that the USSR and the Ukranian SSR were among the 69 states that signed the convention at the 1986 meeting, and both quickly ratified it afterward.
This article covers the investigation procedure following a tragedy, and how the outcomes of these investigations tend to be muddled due to factors outside of logic and reason. These influencing factors make it difficult to draw conclusions as to what contributing factors were most significant in the damage sustained during the tragedy, and how to best avoid them in the future. For this reason, it addresses how difficult it is to improve disaster-response when so little useful information can be gleaned from the modern investigatory procedure.
The Red Cross is a large national organization with fixed sets of stockpiled resources which they adapt and apply to each disaster response they face. They set up shelters, distribute emergency supply kits and provide food and medical service in the aftermath of disasters.
The program's advocacy targets the public, health providers, and policy makers in order to enact real change in the system. It is designed to educate others on prisoners and their issues within the prison system.
Perspectives of public health officials, goverment workers (excluding the president), and international aid organizations such as doctors with out borders and the united nations (both of which are depicted), are not included in the film. More scholarly perspectives are also not included.
