環保署七月通過sixth naphtha擴建案，但台塑不滿將5項VOCs列入總排放量計算，向環保署提出申覆，但遭駁回。經濟部長批評環評不顧經濟。
衝突的來源是這5項VOCs不列在上一期的排放總量計算，一旦列入將不利於擴廠。但對民眾而言，吸到的空氣包含所有排放物，無法排除任何項目。
