The system has partners including UNAIDS, a branch of UNISEF, International Medical Corps, Medecins Du Monde, AAHI, and other humanitarian organizations. The support of these groups both financially and with the user community is important to maintain the app as an active site for research and development. The technical aspects of the site also heavily rely on the data storage method, which is not mentioned but would require massive amounts of memory as well as safeguards to prevent data loss on the app servers.

The authors discuss that there is little information regarding this topic because there is a lack of research. This is pointed out by the fact that they could only find 38 articles that related to this topic. They also point out that there is an urgency for an analysis regarding the impact of this violence on the facilities, organizations, and on the populations that benefitted from the humanitarian presence. 

The author of this article is Scott G. Knowles, the Department Head for the History Deparment Center for Science, Technology and Society. He has a PhD from Johns Hopkins. He focuses on risk and disaster, with particular interests in modern cities, technology, and public policy. He's released several books on the topic. He has a hefty resume with various publications and activity on research boards, showing his vast knowledge on these topics. 

Different sections of the policy applies to different groups, the first section focused on disaster preparedness which was directed at state and city governments. The subsequent sections apply to various organizations and government groups that would be working under an interagency task force in the case of an emergency, and the individuals that would be requesting aid or funding after a disaster.

The report was written on the behalf of the United Nations Scientific Committee on the Effects of Atomic Radiation as a summary of their sixtieth session. The summary was written to be read to the United Nations General Assembly. The scientific data reported was collected by independent teams working on behalf of the Committee.

I think the main takeaway for first responders would be to treat these refugees as if they were anyone else. They should be treated fairly and favorably and should not be discriminated against when it comes to emergency care. 

This organizations aims to provide a support system for returning veterans, more specifically to ensure access to any type of medical support they may need and assist them in readapting to society after extended periods of time in the military.
