It is clear that this program is intermingled with many governmental agencies and is regarded highly by them, as well as the public for its humanitarian efforts and abilities to produce excellent leaders in the DRL fields. It is very clear that this program is highly regarded academically, professionally and socially by the public as well.
Methods used by Farmer, et al include collecting data from the study done in Baltimor in the 1990's. They analyzed the statistics and observations found as main points of their argument. The model used in Haiti and the results from other methods implemented by physicians in those areas are also used as arguments to strengthen the article.
This report addresses the issues of bias and discrimination, which is important for technical professionals to know so that they can avoid making these errors in judgement and provide proper standard of care to everyone. This is important because 19% of the respondents were refused treatment at one point, which is absolutely terrible.
This is seen as a good start to a major problem that needs far more assistance and advancement. People cite that meeting eligibility requirements are very hard and there are people that make more money than allowed to qualify, but still cannot afford mental health treatment. This policy is appreciated in a certain capacity, yet it is very apparent that people want more and think more help is needed. Of course, you will always have an opposing side when it comes to politics and there are people who think this is the perfect amount of assistance and nothing else is needed.
The authors of this article are Andrew Lakoff and Stephen Collier. Both are anthropologists. Andrew works at USC and Stephen is the Director of Philosophy at The New School. They have both written many articles, several of which were written together.
The authors range from a variety of institutions including: Stockholm International Peace Research Institute in Sweden, Karolinska Institute in Sweden, Fafo Research Institute in Norway, and King's College London in the UK. The main author, Ludvig Foghammar, seems to have a lot of knowledge in economics, political science, and global health (according to his LinkedIn). He has served as Officer for European Affairs for the Swedish Embassy in Vienna, and a researcher at the Stockholm International Peace Research Institute.
Emergency response is addressed in more of a public health aspect rather than EMS. The conditions post Chernobyl in terms of government involvement, political and social climates were emphasized. Along with this, the resettlement and life adjustments of those effected, as well as health and radiation implications are extensively discussed.

Based off the references, it is clear that a very extensive amount of research was done with well over ~70 references. Based off the bibliography, a lot of data was collected from articles and reports on nuclear safety efforts. Also many of the references analyzed historical events and past nuclear disasters and emergency response regulations. The bibliography, which includes some of her other works shows she is an expert in the field and cited other experts as well.
