This policy was drafted by the United Nations. 26 countries and/or states were represented during this convention, including: Austria, Australia, Belgium, Brazil, Canada, Columbia, Denmark, Egypt, France, Germany, Greece, Holy See, Iraq, Israel, Italy, Luxembourg, Monaco, Netherlands, Norway, Sweden, Switzerland, Turkey, UK, US, Venezuela, and Yugoslavia. Cuba and Iran were also represented. The UN High Commissioner for Refugees participated, but was not given the right to vote on the matter. The International Labor Organization and the International Refugee Organization were also represented. Other NGOs were present as well. 

The author of the article took several quotes from government officials to depict the severity of the situation: mainly taking quotes from governors and even the president to illustrate how the hurricane affected the surrounding communities and mentalities of those living in such towns. In addition, the author added statistics of the support relief and the number of deceased due to the storm. The author also discussed the background of many of the public transportation work shifts, such as airlfight and train systems: they were down becuase of the storm.

The Disaster Resiliance Leadership Academy works to strengthen global humanitarian leadership. The goal of this is to allow for increased resilience in communities and among individuals impacted by natural or manmade disasters. They do this by addressing the causes of vulnerability such as poverty and social inequality. They are able to do this through education, research, and application. 

I further researched the issues of displacement, and rebuilding. Rebuilding while conserving the charm and culture of New Orleans has proven difficult. I also looked at the total spending post-Katrina ($120 billion).

This app was made for healthcare providers, primarily physicians, as a guide about radiological and nuclear emergencies. It can help with clinical diagnoses and treatment of radiation injuries during emergencies. 

The author used primarily field work in order to create her arguments. This is shown through interviews and case studies involving people effected. She also uses data analysis and statistics to help affirm her argument. Other experts are cited and used as part of her argument.
