As an ambulatory agency, BSVAC obviously utilizes the typical EMS technologies, such as oxygen, BVM, ambulance, pulse oximetry, ect. However, it should be noted at the time of publication (2014), an article by the New York Times describing BSVAC's economic struggles, only 1 of the 6 functional rigs could be used due to lack of funding. At the time of the article, this rig had broken down-- and only through the volunteer maintenance by an EMT student's father had it been returned to commission. This leads me to believe that well BSVAC has all the available technologies, these may be dated or somewhat worn in nature.

As described by Governor Cuomo, Dallas was the first major US city to see an Ebola case. This, in turn, allowed New York leadership to have some semblance of what methods did or did not work when trying to contain the disease. Moreover, the policy was implemented in response to the major Ebola outbreaks occurring at this time. This included those within Africa, Europe, and cases seen in Dallas. Moreover, the policy follows the city's "Safe-than-sorry" methodology discussed by Governor Cuomo; he, along with other state and city leaders, believed assuming an Ebola outbreak would occur within the state would give them the best chance of mitigating its effects and minimizing disease spread.

The policy addresses the support and funding provided by the federal government to victims of a disaster, including the basic needs such as food, water, and access to health care through responding organizations. This policy focuses on the coordination between responding groups as well as the long term funding and support systems that will be in place to aid survivors with rebuilding.

This organization does not respond to disasters, but rather provides long term assistance to members of the military and their families. The issues faced by veterans, both medical and social, are often chronic and require a lifetime of support. This is in a way a constant emergency for them and their families, and the US Department of Veteran Affairs aims to provide the necessary support.
