The article provides statistics of approved applications based on the medical reason for the application and the department the application was processed at based on location, to show how different acceptance rates are. The article also provides many stories of applications, invoking an emotional response that allows the reader to sympathize with the personal challenge that faces medical officers and government officials making the discussions that may dramatically affect the health and wellbeing of individuals.

The latter part of the piece addresses current plans to combat the cholera epidemic sparked during relief efforts post-quake. However, due to many of the factors discussed earlier in the article, donors are hesitant to put money towards efforts. Moreover, the UN's plan worked on a 10-year timeline given the appropriate funding; stalling finances have pushed that timeline out to almost 40 years. Currently a lawsuit is being put forth by the Haitian government to obtain the promised money and support from the UN.

As mentioned earlier, this group is heavily experienced in dealing with traumatic injuries and responding to larger scenes. I imagine the hardest challenge they face is funding; they typically run on a budget made of a few hundred thousand dollars. This encompasses salaries for some personnel (although the vast majority are voluntary), classes for CPR, EMT, First aid certification, and supplies. With such a large call volume of complex cases (think of all the resources needed to treat an individual with multiple gun shots to the chest or someone who has been stabbed several times), this is quite extraordinary that they can function adequately with such little funding.

This system would definitely be difficult to use directly in the field as it does require steady internet connection to allow for collaboration between users. Another likely problem would be collaboration between users who speak a different language, although the publishing aspect of the app, and adaptable software downloads allow for multiple languages. Integrating numerical data between users who’s primary languages differ creates technical challenges that could range from complete field incompatibility to something as simple as interpreting a comma as thousands rather than a decimal point.

The policy does not make any specific mentions of how to deal with vulnerable populations. However, if one were to consider the nature of New York, it can be argued that the city's entire population is vulnerable to outbreak. As a hub of trade, finance, travel, and business, New York is at a considerably higher risk than a city without this high metropolitan activity. The policy does include measures on how to treat individuals who show signs and symptoms in public locations, but does not mandate testing or health checks for individuals involved in transport, travel, or who have limited access to health care (the homeless).

The Stafford Act was significantly criticized by the public, primarily for the fact that while the act set up legal systems allowing the government to provide housing and medical services to displaced citizens it did not require the government to do so. There was also concern that the policy created too many restrictions and limitations for FEMA which would slow the response time to an emergency.

1) EPA: what are the exact duties and responsibilities of the EPA after a disaster? While we mostly consider it to focus on pollutants and environmental conservation, both this article and FEMA training seem to indicate it holds a much larger role in emergency situations.

2) Christie Whitman: a former governor of New Jersey and Administrator of the EPA from 2001-2003, Whitman served during the 9/11 attacks. Despite pointed personal criticism about her time in the EPA (including legal action), Whitman historical demonstrated a pattern of moderatism, often putting her at odds with the administration she served. It would be interesting to see where in the 9/11 lapse emerged-- whether it be from judgement, misinformation, or disinterest.

3) 9/11 Health Effects: The release of millions of asbestos and concrete particles into the air certainly increases the odds of chronic respiratory issues for NYC populations. I would be interested in whether any other chronic issues or epidemics have been noted as a result of pollution from the Towers' collapse

The US government is motivated by both the social necessity of reintegrating thousands of active military servicemen every year, and the responsibility of supporting the veterans who sacrificed for this country.
