The article focuses on the adapting regulations for ill immigrants to remain in France in order to receive treatment unavailable in their countries. Through the changes in protocol over nearly a decade the author shows how the system changed from case by case process in which many immigrants were denied a residence permit while suffering from serious illnesses, to an organized protocol that aimed to provide an equal opportunity to applicants regardless of location and department.

There are thousands of data collection apps that use similar technical system as Twine, one more popular app is Fulcrum which uses the same real time collection ideas and integration between existing data and new data. Fulcrum however is aimed towards medium businesses that need to coordinate between employees. There also exists several open source options that also allow for independent data collection.

Emergency response is addressed in terms of both long term response and future emergency prevention. The method used by the PIH in both Haiti and Rwanda were implemented in response to high rates of disease in those places, showing that an emergency can occur gradually and the response may require creating a permanent system. Prevention is also discussed as a portion of emergency response, that it is important not only to deal with emergencies as they occur but also to identify the causes and change the system to prevent the same emergency in the future.
