I agree that Newark had terrible water but a big issue is the funding to fix the problem... and the artical goes into all the research about the water but neglects to talk about federal and local funding.

The EPA has been working to raise funds to launch this ambitious cleanup project. The EPA has also began looking for solutions to cleanup the polluted waterways in the Hudson River.

The Department of Criminal Justice played a large part in indicting a contractor for illegally abandoning medical waste. If not for their investigation, this issue would not have been resolved.
Law does more than codify, regulate, and control; it also catalyzes and transmutes, provoking cascading social and cultural effects, particularly when the force of law is informational.
