Depending on the source, there have been greatly mixed reviews on this topic, even from within the Fire/EMS profession. While some feel that this is a great way for paramedics and EMTs to make their job safer, many also feel that the risks of bringing firearms into a profession where its providers are taught to "first, do no harm" is counterproductive and even dangerous.
There is a lot of controversy behind the effects that Chernobyl had on the surrounding areas. There have been accusations of officials trying to cover it up, as well as completely denying that there were any repercussions that are current and apparent today. This report shows that there is no question about it, there is nuclear fallout as a result of the Chernobyl disaster. This will not only hold government officials and those in charge accountable, but also make the public aware of their risks and what they have been exposed to and what measures they should be taking to protect themselves and reverse and aid any effects or issues that may have occurred due to the disaster. This report exposes the real detriment that the disaster had on society and makes the public aware, allowing them to better fend for and protect themselves and also to make scientists more accountable as well as the government on ways to fix and counteract the issues that have risen due to the disaster.
This organization does not respond to disasters, but rather provides long term assistance to members of the military and their families. The issues faced by veterans, both medical and social, are often chronic and require a lifetime of support. This is in a way a constant emergency for them and their families, and the US Department of Veteran Affairs aims to provide the necessary support.
Emergency response is not specifically mentioned in this article, as the focus of the article is investigation in the aftermath of disaster. In some cases, such as the Iroquois Theater Fire and the World Trade Center, investigations found that had more adequite emergency fire response been available at the time of the accident the outcome of the disaster could have been much different.
There is a separate section of the study that cites where the funding for the study came from. The study was supported by Grants-in -aid for the Cancer Control Policy from the Ministry of Health, labour and Welfare, Japan. The study also notes that the funder didn't play a role in the conduct of the study .
The bibliography, and passages in the article, indicate that the author spent a considerable amount of time interviewing workers at Chernobyl during the initial disaster, workers involved in the continuing maintenance efforts, as well as doctors and policymakers involved in the health care system for those with radiation exposure.

The American Red Cross has been on the forefront of research and testing, especially when it comes to blood. It was one of the first organizations to implement the testing of infectious diseases and is a single major contributor to clinical trials to improve blood safety according to their site. They were also among the first to develop testing for not only infectious disease, but HIV, Hepatitis B and C, West Nile, and Chagas disease. Currently they are actually working on a study in which they are investigating the blood supply for a tick-borne parasite in donated blood. They often work with the CDC and are always innovating ways to monitor donor blood by way of antibody recognition as well as disease detection and transmission.
I was interested in the accident prevention mindset that was in part responsible for poor response in past nuclear disasters, so I read a summary of “Risk Society: Towards a New Modernity” by Ulrich Beck, one of the works referenced in Schmid’s article. The summary better explained the societal mindset that a structured set of rules for accident prevention was more reliable that the educated and adaptive individual.
The point that nuclear fallout does not respect national borders was interesting, so I looked at how far fallout can spread. An understanding of how geological features such as mountains and valleys can affect the immediate fallout zone and how meteorological conditions can spread eradiated rain and wind significant distances from the site of a disaster would be important in the evacuation and clean up portions of a response to a nuclear disaster.
When discussing existing emergency response groups that dealt with nuclear disasters the IAEA was mentioned several times, so I looked into the organization and their responsibilities. Although the IEAE is often criticized for its slow response to Fukushima, I found that the organizations stated missions are to promote peaceful use of nuclear energy and safety, as well as implement safeguards meant to prevent military use of nuclear energy. While an international group that works closely with the nuclear industry it does not claim any responsibility to act as a response group to nuclear disasters.
