They offer information about their mental health and physical health (the questions they are asked can be found here: http://www1.nyc.gov/assets/911health/downloads/pdf/wtc/wtc-questionnair….) Information is also gathered about where they were during the attacks, as well as their level of exposure to rubble and smoke etc. After this initial interview, there are waves 2-4 of interviews. These consisted of follow up questions as well as more in depth questions about hospitalization, health conditions, and symptoms.

There is no evidence that corpses cause or spread disease following a natural disaster. There would have to be more direct circumstances for potential damage from corpses.

The risk associated with epidemics is correlated to the population displaced and affected by infrastructure.

The most commun post-natural disaster diseases are related to water contamination and crowding. While corpses could potential contaminate water, because the population is displaced the corpses likely won't contaminate the new water source, but the overcrowded displaced population will. Some of such disease include Hepatitis A and E, Leptospirosis, and measles. Meninginitis and Acute Respiratory Infections can also develop if vaccinations are not prevelant there.

This policy allows for those in need to qualify for certain pay exclusions if they reach eligibility requirements. The policy also defines what an IMD is and what constitutes one in terms of how many bed it has, how it is run or operated, etc. This stands to possibly increase the amount of people that may seek treatment now, who couldn't before due to finances.
