Lee argues that EJ practice has long stagnated over an inability to properly define the concept of disproportionate (environmental and public health) impacts, but that national conversations on system racism and the development of EJ mapping tools have improved his outlook on the potential for better application of the concept of disproportionate impact. Lee identifies mapping tools (e.g. CalEnviroScreen) as a pathway for empirically based and analytically rigorous articulation and analysis of disproportionate impacts that are linked to systemic racism. In describing the scope and nature of application of mapping tools, Baker highlights the concept of cumulative impacts (the concentration of multiple environmental, public health, and social stressors), the importance of public participation (e.g. Hoffman’s community science model), the role of redlining in creating disproportionate vulnerabilities, and the importance of integrating research into decision making processes. Baker ultimately argues that mapping tools offer a promising opportunity for integrating research into policy decision making as part of a second generation of EJ practice. Key areas that Lee identifies as important to the continued development of more effective EJ practice include: identifying good models for quantitative studies and analysis, assembling a spectrum of different integrative approaches (to fit different contexts), connecting EJ research to policy implications, and being attentive to historical contexts and processes that produce/reproduce structural inequities.

NRC is  Nuclear Regulatory Commission, which is an organisation for the safety of nuclear power production and civilians uses for nuclear materials. In addtion, there are some representors of different communities. For example, Ben Smilowitz who is executive director of the Disaster Accountability Project, and Dutchess County’s commissioner of emergency response,Dana Smith. Some actors' words are quotated to show the main point of the article and support the author research.

One way Schmid supports her argument of unification through her discussion and presentation of data from nuclear organizations that single countries have attempted to establish but could not take authority because the practices of nuclear science were still in question. Schmid also discusses that in order to allow proper emergency response individual companies need to share the types of reactors they are using so responders understand the equipment they will have to deal with. Lastly Schmid discusses how nuclear response needs to be more of an international because when a nuclear disaster does strike it is not just the nation in ownership of the nuclear facility that is affected.

This concept design is create a market which is within more functions and technologies for guardrail. In the existing market, there are some good design highway guardrail, such as EZY-guard smart guardrail. Most of the existing product are applied outter shapes and physical structures rather than some electrical technology. Compare to the existing products, this concept design is more challenged by the cost.

This policy was part of the Consolitated Omnibus Reconciliation Act. Prior to this legislation, specifically Medicare and uninsured patients were being refused lifesaving procedures because of their inabiliy to pay for the services. Patient dumpin became an issue, in which a patient is transferred from a private to a public hospital, and essentially over working public hospitals for minimum wages.
