The Turkish culture associates "epillepsy" with mental retardation, so they usually refer to seizures as 'fainting". This can cause confusion when in a medical setting, as fainting and seizures are two different issues. The stories usually falled into one of five plot categories. The conditions were typically caused by a frightful experience, a childhood fever or injury, no apparent reason, chronic suffering, or an evil eye. These classifications help see trends and learn where improvements can be made.

Doctors without Borders has facilities in many countries already established for humanitarian aid. For instance, they had been in Haiti since 1991, so their assistance in 2010 was aided by their already established position there. In that case they upped their projects within the country in response to the disaster.

This quote sets up the rest of the article by showing the reader, regardless of their background or knowledge, that the creation of such a team is going to be difficult.  Beyond the standard challenge of creating a unified emergency response team, it is an international one - therefore with language barriers, geographical differences, and large distances to travel in the case of an emergency. And futhermore, it is a team created to deal with the incertainty of nuclear materials in an emergency situation - even more of a challenge.
