1) "These studies can help us understand what factors are associated with different courses of mental illness, which can help us identify the most vulnerable populations and inform tailored interventions"
2) "Psychological first aid (PFA) has become the preferred post-disaster intervention, with three goals: Secure survivors’ safety and basic necessities (e.g., food, medical supplies, shelter), which promotes adaptive coping and problem solving; reduce acute stress by addressing post-disaster stressors and providing strategies that may limit stress reactions; and help victims obtain additional resources that may help them cope and regain feelings of control."
3) “Exposure to disasters has been associated with a variety of mental health consequences. Although the majority of individuals cope well in the face of a disaster, a substantial proportion experience some psychological impairment, and a smaller proportion will go on to develop mental disorders.”
Medicaid covers the elderly and low-income families, those that are likely to not be able to afford health care, since children and the elderly often\ require more medical attention. It would seem to me that mental disabilities don't discrimintate based on age or strength, like physical issues may, however old age and decreasing physical abilities can harm mental health. These populations, with lower income, do not have as much access to mental health help, and that can further their economic situation, so this policy ensures that they will be taken care of sufficiently. At the same time, it ignores the needs of the middle-aged patients, as they must be covered by the state or in other ways.
This article has been referenced in other articles that study disaster PTSD, mental health after hosting refugees from a disaster, and using epidemolody to help draft policies for disaster response. These papers all further the research and possible benefits for humanity.
The IAEA is made up of 168 countries and its goal is to promote the peaceful use of atomic knowledge. While the IAEA is against the weaponization of nuclear technology but is for promotion of other uses of nuclear power.
The paper mostly focuses on how the survivors recieve long-term care, since they have severe financial struggles in the aftermath of the disaster. This impacts emergency response since we do need to be funded in some way, and if it is not covered by the healthcare system in the area, then the cost is placed on the individual. If they are in need of immediate care, then this is an issue. They have many health conditions caused by the disaster that could cause a sudden health emergency. If they do not feel they can financially support calling an ambulance, then it places the person's life in jeopardy.
The membership of the IAEA consists of 168 countries as of February 2016. Membership includes all major countries and every nuclear power other than North Korea. To become a member state, a country must submit an application which is then reviewed by the IAEA Board of Governors who determine if the applying country is willing and able to uphold the charter. Then the general conference must approve the application and grant the state membership. It is important to know that a country does not need to join the Nuclear Non-Proliferation Treaty to be a member of the IAEA. Currently India, Israel, Pakistan, and the South Sudan have not signed and North Korea is withdrawn. (iaea.org)

"The contributors write: “Data are important, of course, but numbers sometimes imply an order to what is happening that can be misleading. Stories are better at capturing a different type of ‘big picture'.""
"Four decades later, in 1995, suicidal thoughts brought this anxious man back into the psychiatric system, at age 70. For the first time, he was put on an antidepressant, Zoloft. Six weeks out, both the panic attacks and the depression were gone. He resumed work, entered into a social life and remained well for the next 19 years — until his death."
