By Scott G. Knowles: As part of the STL Anthropocene Field Campus the research team visited the Wood Refinery Refinery History Museum on March 9, 2019. This museum is located on the grounds of the Wood River Refinery, a Shell Oil refinery built in 1917 and today owned by Phillips 66. The site is Roxana, Illinois, just upriver from Granite City, and just over two miles from the convergence of the Mississippi and Missouri Rivers. Sitting on the actual grounds of the refinery, the museum is an invitation to think across the micro, meso, and macro scales of the Quotidian Anthropocene, in terms of geography and also in terms of time. This refinery was built at the crux of the WWI, at a time when United States petrochemical production was entering an intensive phase of production, invention, corporate structuring, and global engagement. The museum is an invitation to think across temporal scales, backwards to the start of the refinery--through the individual lives of the workers and engineers whose lives defined the refinery--and forward to indeterminate points of future memory. This photo captures a key moment in an informal interview we did with one of the history guides. He had worked in the museum for decades before retiring. He explained to us that the museum sits in the former research facility of the refinery--and the glass plat he is showing reveals a beautiful artifact, a photograph made of the complex when it was built. Our guide only showed us this collection of slides after our conversation had advanced, perhaps after he was sure we were truly interested in his story, and the deeper history of the refinery. The pride in the place, the community of workers, and the teaching ability of the museum was manifest. The research team felt impressed, but also concerned about the health impacts (and naturally the environmental impacts as well) of the refinery. There was a mismatch in the scales--the memory of the individual tied to emotions of pride and knowledge of hard work done there--and the Anthropocene, global scale of petrochemicals. How do we resolve this mismatch? The glass plate is somehow a clue.

Bridging Gaps in Publicly Accessible Data

How are Data Gaps Worked Around:

Sarnia, and the surrounding area around chemical valley, have 9 air monitoring stations in which air pollutants are monitored from the nearby petrochemical complex. Until 2017, only data from one of these stations (the one on Christina Street in downtown Sarnia) was publicly available. This created a gap in accessiblility of important data for sarnia and the nearby AFN residents. In September 2015, the Clean Air Sarnia and Area group launched as a "community advisory panel made up of representatives from the public, government, First Nations, and industry, who are dedicated to providing the community with a clear understanding of ambient air quality in the Sarnia area." This group works to improve air quality in Sarnia by making information about air quality publicly available and by making recommendations to relevant authorities. In 2018, this group launched the website: https://reporting.cleanairsarniaandarea.com/ (also uploaded as an artifact) which allows public to access data from the air quality monitoring stations and understand how air quality compares to Ontario's standards. This site works to fill the gap of publicly available air quality data in Sarnia.

Standards Undercutting Safety

This report from Ecojustice shows a decline in air pollution compared to Ecojustice's first report released in 2007 for the area around Chemical Valley, yet Sarnia industries continue "to release far more pollution, and in particular far more SO2 , than comparable U.S. refineries." One contributor to the continued excessive emissions is Ontario's lagging air quality standards. The report notes that "Ontario’s AAQC and air quality standards are lagging behind current science on the health impacts of air pollutants, which may put the health of residents at risk." The report highlights pollutants where Ontario's standard is above the national standard or where Ontario has no standard at all. Additionally, Sarnia's benzene emissions are exempt from Ontario's health-based standard for this chemical and are instead regulated by  "an industry technical-based standard" allowing benzene levels to be far higher than the health-based standard. The lagging, lack of, or exemption from regulation undercut efforts in monitoring and reducing emissions to a "safe" level as what is considered "safe" by standards is out of line with what is considered "safe" by health and other standards.

Lack of Discourse

In ‘The Safe Side of the Fence,’ workers of Mallinckrodt Chemical Works plant and nearby Dow Chemical Works share their experience of a lack of discourse around safety and an inability to speak to others (like spouses) of what their jobs were like. This lack of discourse directly impacted their and their surviving family members’ ability seek compensation for health damages occurred as a result of their work, often because lack of communication and information created a void of data that made it difficult to reconstruct estimated exposure levels in order to provide compensation. The lack of discourse and information kept workers in the dark about the risks of their jobs and denied them a choice in taking those risks.
