That humanitarian aid struggles to address gender-based violence, such as sexual assault and rape, and even as it has become more addressed and medicalised it has potential to break down in due to the neutral stance taken by foundations such as MSF. 

It doesn’t appear to be particularly well-utilized in the news sector, appearing in an article in Journalist’s Resource in 2014. There was no evidence that I could find that it had been used as a source in other studies.

The article is a conglomeration of findings during two research workshops in 2014 and 2015. There are also many outside articles referenced on the subject. Finally experiences from those in the field are used to understand the difficulties.

Emergency response isn't explicitly addressed in the article, but in order to incorporate structural interventions into public health, emergency response would have to be improved as well. As the article states, there are many "diseases of poverty" and medical emergencies would be more common in those populations. They could have discussed logistics on transport and mass treatments more, but overall they did a good job.
