In recent years, incarceration rates and prison populations nationwide have grown exponentially for a variety of sociological and political factors. The organization believes that research indicates that this epidemic has had a particularly hard impact on economically vulnerable communities, where a majority of the people brought into custody suffer from addiction, substance use, and/or mental illness. Due to their economic situation these people were likely unable to seek care or treatment from any public health system in the community. This interaction of illnesses and diseases and criminalization in communities and incarceration results in a complex public health and human rights crisis in both correctional and other criminal justice settings. The Center for Prisoner Health and Human Rights seeks to apply new research to help to mitigate this.

I looked further into Canada's health system, the Indian Act, and indigenous population centers in canada. 

"Front Line" emergency response is not directly discussed in this article, however long term public health response in a broader sense is referenced extensively, and how the new dependant populations were dealt with was one of the major points of analisys of this article.

The policy is the IAEA: Convention on Early Notification of a Nuclear Accident. Written in 1986, it aimed to create an international system for reporting a nuclear accident, transferring vital information from the source to those who would need it to facilitate effective emergency response.

According to Google Scholar, this article has been cited 22 times in various works, with topics mainly focusing on the effects of humanitarian aid and social welfare on groups that are considered to be in the gender based minority, including women and the LBGTQ community.

I found the images of futility and violance in this film to be most compelling, especially when police forces were turned against the people, and a person was shot in the leg, causing an apparent open fracture, which he later succumbed to. The images of death and effected children were obviously used in this film to tug at "heartstrings" to promote an emotional response.
