The article shows there are no specific nuclear emergency plants or Indian Point Disaster. The arounding environment is densely populated and no material educational to resisdent. The situtation are illustrated by image and quotations of many different representors. The main point is as the title shows, to urges expanded emergency planning for Indian Point disaster. The important thing is federal government need to support and guide the state and organisations.

Smart Guardrail is considered as a good concept design, because it can be solve the emergency problem for traffic accident in some situation. This design is applied a common materials and method to solve problem. It is a small change and might make a big influenced. But the design could be used or not is depend on the cost would be proportional to the value or not.

After finished the program, the students will be award with diploma that is recognized by Haiti government and most of the international rehabilitation organizations. And Handicap International is working with Ministry for Health and Population to let this program gaining more recognitions.
