The policy and much current conversation stems from gun control laws, increasing violence against law/fire/ems in the media, and an increasingly large population of volatile persons. EMS do not always feel safe on scene, even when it appears otherwise. 

According to Google Scholar, this article has been referenced 22 times. It has been used primarily in articles and papers discussing gender, violence, and humanitarianism. 

The program is located at the Hiroshima university campus. It involves common coursework for all tracks of the program (at the Hiroshima Phoenix Training Center), specialized courses in different professional subjects, fieldwork in Fukushima, and internships with a Japanese company and an international organization. 

The article is published in the Japanese Journal of Clinical Oncology. It is meant for clinical oncologists and publishes articles on medical oncology, clinical trials, radiology, surgery, basic research, epidemiology, and palliative care. It was established in 1971 and is the first journal from Japan to publish clinical research on cancer in English. Since 1977, JJCO is a sister-journal to the Journal of the National Cancer Institute and is linked through Oxford Journals. 

I found the most compelling part of the film a portion where an elderly man needing dialysis swears and screams at one of the doctors that he's sick and tired of having to wait for dialysis. He says how annoying it is to come to this hospital and expresses frustrations with having to get dialysis at this particular hospital. He is frustrated to such an extent that he even asks the doctor to remove the catheter and let him die, stating that eveyrone dies so he doesn't care anymore if it's sooner rather than later. He's tired of waiting.

It is not addressed, but public health and the system of healthcare as a whole is discussed.

The study was published in BMC Infectious Diseases, a peer-reviewed journal on the prevention, diagnoisis, and management of infectious disease. The journal seems to be genrally well respected.
