Although I had issues finding references to this particular chapter, the larger work that it is a part of (Medicine, Rationality and Experience) is cited by nearly 3,000 other articles according to Google Scholar.
The article uses historical references to provide context to the problems faced and information gained. Through each event it evaluates the individual which they, and the general public considers at fault.

It matters to public health greatly because without it, hospitals could refuse to provide critical treatment until they were satisfied that the patient could pay, which can result in death from delay or refusal of care.
The article contains many referneces mostly for its diagrams and data, that pull information from government studies. Unfortunately there is not a Bibliogrpahy in the reading, but I am assuming that it would contain many government sources.
More focus on the care, treatment, containment, and management of contagious diseases like Ebola would have increased its educational value, especially to first responders.
The article discusses the need for emergency medical responders to be able to have a healthy and productive de-brief session. This is imparitive because, as the article discusses, responders are one of the first individuals to be affected by disasters because their diverse involvement in the clean up.
With over 80 citations, and a wide variety of sources (few of which are repeated), we know that this research article was infer that a good deal of time and care was spent on this article. There are lots of citations to steel investigation, structural and architectural references, government building standards, similar historical disasters, and news articles reporting on 9/11. Without even reading the article, one can suppose a good deal about the article and how it was produced.
