This system would definitely be difficult to use directly in the field as it does require steady internet connection to allow for collaboration between users. Another likely problem would be collaboration between users who speak a different language, although the publishing aspect of the app, and adaptable software downloads allow for multiple languages. Integrating numerical data between users who’s primary languages differ creates technical challenges that could range from complete field incompatibility to something as simple as interpreting a comma as thousands rather than a decimal point.

Emergency response is mentioned in the short and long term, in terms of placing infrastructure to direct and prevent diease. The authors stressed that dealing with epidemics as they happen is important to prevent further spread of diease. While long term repsonses in the past -clinics and medications- were placed, emergency response- going there and fixing the problem was stressed.

The Stafford Act was significantly criticized by the public, primarily for the fact that while the act set up legal systems allowing the government to provide housing and medical services to displaced citizens it did not require the government to do so. There was also concern that the policy created too many restrictions and limitations for FEMA which would slow the response time to an emergency.

Emergency response is addressed in the article through actions taken by health organizations in threat of an epidemic, national boards use emergency response as a way of protecting  their country  from disease, even though this is most effective through research and prevention. The idea of emergency response is global health security- in keeping the US healthy from epidemics in the past; we were not prepared for AIDS or swine flu.

The report addresses matters of disaster and health through describing the failures that the government and other organizations had on the people. Hospital's refused to evacuate (executives) leaving people stranded without power (poor planning, generators were located below sea level), and medicines. It tak=lks about the failure to evacuate and help people who have disabilities and/or who have medical problems. This led to people dying for preventable reasons. Health preperations were delayed due to the governent not allowing food and medical supplies to be delievered on time creating a discrepancy and improper treatment of people/ The shealthers that they provided were also inadequate, water systems were nonexistent after the power went out, there was rationing- the people rioted.

The US government is motivated by both the social necessity of reintegrating thousands of active military servicemen every year, and the responsibility of supporting the veterans who sacrificed for this country.

The authors are Emily Goldmann and Sandro Galea. Goldmann is an epidemiologist who has a desire to understand the causes and consequences of mental illness. Galea is an emergency physician and epidemiologist who is interested in the social production of health of urban populations.
