Because humanitarian aid is a form of responders as well, it is important to understand their function in the context of emergencies and crises. It can also be implied that those receiving aid did at one point need emergency response teams.

Emergency responders are portrayed in the film as being understaffed and overwhelmed by the outbreak. They show hospitals having to turn patients away due to being overwhelmed. They also show how Liberians were frustrated with this lack of communication between doctors and the patients. Nurses started dying from the disease, forcing hospitals to close. Responders had to deal with the community's denial of the disease, the lack of education, the rapid spread, and the number of patients.
They are shown for a moment in which they bring in trauma patients, but are not a main player in this documentary.

I looked up bioterrorism agents and cases in which they were used. I looked on the CDCs website where they discuss preparation and planning to review their protocol for bioterrorism. On the same website, I also looked at the information for first responders to bioterrorism.
While this article does not really address emergency response, the discussion of violent attacks on humanitarian workers does involve emergency responders and can affect how humanitarians provide care. So while not direct, this article does have implications for emergency responders in those regions.
This article focuses on the effects on mental health that a major disaster can cause. It looks at the severity of the disaster, preperation for such disatsers, treament of disaster influenced mental disorders. It includes a detailed look at the research into such.

He also mentions that had there been better fire response, the outcomes could have been different.
