The author, Didier Fassin, is a French anthropologist and sociologist with training in medicine and public health. I further researched the reliability of some of the funds that were donated to in the months after the disaster. The FBI issued warnings to those donating to be sure they were giving money to a reliable fund, as there was a lot of fraud taking place. With so much money being donated internationally in a short period of time, it was likely easy for such to occur, and that also took away from the amount of aid Haiti received.

This policy affects the insurance coverage for some populations, so that may impact how willing people are to be transported. The policy mostly deals with IMDs though, and those aren't as frequent for emergency responders, unless the individual was trying to harm themselves.

The system has partners including UNAIDS, a branch of UNISEF, International Medical Corps, Medecins Du Monde, AAHI, and other humanitarian organizations. The support of these groups both financially and with the user community is important to maintain the app as an active site for research and development. The technical aspects of the site also heavily rely on the data storage method, which is not mentioned but would require massive amounts of memory as well as safeguards to prevent data loss on the app servers.

Membership is an ongoing thing, and other countries are notified when a country joins. They may sign treaties for safe nuclear use, but this is not required for initial joining. Since there is no "completion" of the program, there is no certificate.

Different sections of the policy applies to different groups, the first section focused on disaster preparedness which was directed at state and city governments.
