I followed up on the history of PTSD, Mental illness in the Fire, Police, and EMS services both in disasters and in normal functions, and i looked at existing policies designed to minimize the trauma associated with disaster put in place by organizations such as FEMA and ARC.
Emergency response is not addressed, but it could lead to more patients if illegal immigrants are more encouraged to seek advanced medical attention, and billing could be complicated, since it may be funded by the government.
The article uses historical statistics to support the claims of physical displacement and the psychological feelings of displacement, as well as accounts of the government programs that were put in place and the public’s lack of faith in the ability of these programs.
This film is designed to have an emotional appeal. Very little scientific evidance is provided, and most of what we see are images and naratives about the effects of ebola from the public's perspective. Powerful images and stories, such as the death of a pregnant women on the side of the road, the closing of hospitals, and the turning away of patients are predominantly displayed. Much of this movie is told from the perspective of a student of the University of Wisconsin, and there was a large amount of dialouge about how he tried to get his family out of the effected zone. The only notable statistics given in the film was at the end, when the number of effected and the number of deaths were compared.
The goal of the Jerry and the other people persuing the Marine Corps in this film is to get the corps to come clean and live up to their motto "Semper Fi - Always Faithful." They want the corps to own up to the injustices committed and be faithful to those who served at the bases, providing for the effected and their families.
The policy deals with Institutions for Mental Diseases (IMD), which are defined as facilities with at least 16 beds, and focuses on diagnosing, treating, and caring for those with mental diseases. There are additional ways to determine whether a facility is an IMD. Once this determination is made, this policy aims to set limits on IMDs, as well as specify which services they should provide.
The main argument is supported through several methods, first the use of demographic statistics on the patients suffering from mental illness after several significant disasters. The experiences of patients with severe mental illness are also presented as supporting evidence of the complicated causes of disaster related mental illness. Finally the article includes data and theories presented in several other papers to provide a basis for the claims of the authors regarding the future studies of mental illness and the support systems that would be ideal in minimizing the trauma of a disaster.

This film would best address audiances of middle aged people who understand the conditions that result in the films discussions, or health care providers of any age and training who would be faced with the moral and ethical conditions posed in the film.
