" At just the moment when it seemed that infectious disease was about to be conquered, and that the critical health problems of the industrialized world now involved chronic disease and diseases of lifestyle, experts warned, we were witnessing a “return of the microbe.”"

" The aim of such techniques is not to manage known disease but to address vulnerabilities in health infrastructure by, for example, strengthening hospital surge capacity, stockpiling drugs, exercising response protocols, and vaccinating first responders. Approaches based on preparedness may not be guided by rigorous cost-benefit analysis. Rather, they are aimed at developing the capability to respond to various types of potentially catastrophic biological events."

"Security — the freedom from fear or risk — always suggests an absolute demand; security has, as Foucault wrote, no principle of limitation. There is no such thing as being “too secure.”51 Living with risk, by contrast, acknowledges a more complex calculus. It requires new forms of political and ethical reasoning that take into account questions that are often only implicit in discussions of biosecurity interventions."

Information provided by the AWSD (Aid Worker Security Database), there were 251 individual attacks in 2013. This, and the subsequent 460 workers involved or affected, is in no way separated according to the aid work the individuals participated in. Thus, all 251 attacks may have been aimed at health care clinics, but only 50 of those injured may have been health care workers; the rest may have been members of peacekeeping forces. Further more, which members of the health care system are being harmed is extremely useful in future aid endeavors. Knowing who is targeted or particularly vulnerable could make the difference in the next incident.

Moreover, any data that is available can be difficult or complicated to obtain. Outside of the nuances of procuring data from different corporations or foundations, many organizations have individual categories for reporting incidents. They may even have different definitions of attacks and incidents-- eerily similar to how German and US officials view sexual assault in different lenses (German officials may often be disinclined to act unless penetration occurs, while US officials have been known to prosecute or bring charges for offenses such as groping).

These definition differences may also lead to an under reporting of incidents. While most available data contains information about abductions or fatalities, very little data can be accessed pertaining to threats or obstructions. This may also color how and what aid workers report; knowing that an incident did not culminate in a kidnapping or death may lead workers to be less inclined to report these issues, for fear of not being taken seriously. Aid workers may also feel that, during some stressful circumstances, reporting something that could be constituted as "mild" would only be a waste of time and resource.

The report includes almost four pages of reference materials. These mostly include other journal articles or medical reports. The report, for the most part, seems to be grounded in a significant amount of medical and sociological studies and journal articles. However, there are a few government agency reports, including a National Health Institute report.

The first hand interviews from first responders are compiled in a way that goes through the stories of what heppened, how health information was released and changed. The first repsonder stories are intermixed with testimonies from the EPA workers, showing differences in the science that was found and the press releases disclosing the health concerns. Many tear up upon realizing how their health will hurt their families. The doctors in the area caught onto the trends in poor health and started a monitoring program to make sure everyone got the medical screening and help they needed. The lives of all of the first responders and their families were changed drastically from their public service.

EPA is doing its best to try and minimize the extend of the air pollution in Newark. They are trying to make life better for the ironbound community, that deals with a big problem when it comes to air pollution, since its near the second biggest port in the country. They provide training for citizens so they can use the machines that look up how much pollution is in the air, annd with that information the population can do as they please. This program is not only for the ironbound community, it can be use troughout the country so the population can have control on the air pollution and do something about it if they want.

Many of the sources cited in the bibliography seem to be from various news sources. This includes New York Times, New York Daily Tribune, Chicago Daily Tribune, and Chicago Chronicle, to name a few. There are also several historical reports or accounts of the events described by Dr. Knowles. This indicates a focus on primary literature and sources when describing the historical disasters. There also appear to be several transcripts of federal agency or committee interactions and reports.

This policy addresses the issue of mental health, a prominent issue in today's medicine. It helps to evaluate treatment facilities, and defines that the burden of caring for young and middle-aged people is one of the states, where as those outside of the specified age range will be covered for mental disabilities by the national government.

The web platform appears to be a space to compile stories and information from Hurricanes Katrina and Sandy. The primary goal seems to be informing the public about the hurricanes, specifically the aftermath in the days and months following the flooding. It serves as a method of remembrance for what occurred (the flooding, death toll, lack of appropriate and timely response, the struggles of survivors) and as a way to warn that these problems will continue to occur in the future. In the last few days, Hurricane Matthew ravaged the Caribbean, South Carolina, Georgia, and Florida. It will take weeks to return power to all who have lost it, and exact damage tolls will take months to compile. Although each time, with each pass of destruction, our responses seem to be improving, the disasters continue to accumulate-- despite warnings such as this site.
