I am interested in the Macro scale and the macro effects evident at a city-scale level. I remember visiting New Orleans in 2016 and vividly remember seeing several signs with a large 'No' symbol drawn and the text  "neighbors not tourists" printed on the sign. Recently, as part of my research into New Orleans, I stumbled on this piece by the Guardian on how short-term rentals through platforms such as Airbnb are leading to gentrification in New Orleans. Highlighted in the article is how several Airbnb hosts do not reside on the listed premises. I remember the place we stayed, as we were a large party, having a 617 prefix number.  The prefix stood out as I knew the code 617 represented Boston and was curious what someone with ties to Boston doing in New Orleans as a host. In a similar vein, the article also highlights the problem of absentee hosts, hosts who acquire property for the sole purpose of setting up the property as an Airbnb site.

To tackle the problem, one councilwoman passed a law that required any Airbnb hosts in residential zones to have a homestead exemption verifying they live on site. In this case, a city-wide measure was taken and passed into law affecting the micro. It is common to have one host having several properties in different residential areas in New Orleans. From a technical standpoint, it could be viewed that Airbnb as technology is developed and presented as a scalable product. With no limits to reproducibility. Meanwhile, real-life discontinuities exist in the form of such homestead laws. It is impossible to live in more than one homestead at the same time. In other words, the concept of the human is not scalable.
Likewise, neither is cultural heritage. The city of New Orleans positions its self as a city with great cultural heritage. It is through this heritage that they seek to draw more and more tourists. How do cities think of scaling up successful initiatives and how do they navigate the political, social, ecological, or economic entanglements. At what point is downscaling necessary? Is culture scalable?

I am currently a Ph.D. student interested in exploring the entanglements of scale, especially in the context of environmental sensing.  My primary research seeks to engage in discourse around the value of scalability that is presented as inherent in computation. While the term scale-up is almost synonymous with computation, sustainability; on the other hand, is known as a problem of scale. Take for example, the discourse on climate change where the actions required to combat climate change requires interventions at different scales. In this context, demanding changes at individual scales while no corresponding changes happen at larger scales would not yield much.

In looking at New Orleans, I came across a video on IoT cameras developed by Cisco, the networking giant. What struck me other than the apparent rise of surveillance capitalism was the narrative of one of the police officers highlighted in the video. The officer mentions that it is not feasible for the city to place police officers on every corner. In the context of scale, the police officer is implying that cameras are useful as they extend the police officer's ability to surveil the city. In other words, cameras and the networks help scale up the police officer, making it possible for them to cover a larger scale than before.

One of the police officers, in the video, also mentions that New Orleans is a tourist and hospitable town. Which brings up the question at any given period, what scale of visitors can New Orleans support without stretching the city's resources? Several other cities in the world have made efforts to limit visitors, in order not stretch city resources. The recent crisis at Mount Everest is an excellent example of what happens when resources are stretched to accommodate the increasing number of local visitors. How could something of this nature similarly impact New Orleans?

At the communication center where the video feed is analyzed, the IT manager provides reasons as to why they chose Cisco as their vendor. One of the reasons he gives was that the system is easily expandable, allowing the ability to scale out/up the network.

I read up on what constitutes people who can classify as peri-disaster personnel, I found the concept interesting and didn't realize there was a specific name to classify those people, I always wondered about the people who were indirectly effected by a disaster or partially effected due to proximity. I also researched comorbidity and common forms of mental illness that arise in post disaster survivors.

The report shows that there are obvious measures of fallout and exposure due to the disaster. The numbers show a clear effect of the disaster on the environment, animals and humans surrounding the area. Due to this, this puts technical professionals in a position in where they must take obvious precautions, and proceed with this data ethically and attempt to combat it and increase the preservation of the environment as well as areas and people surrounding the area of disaster. Professionals now must with this data and these findings apply their degrees and background to help improve the conditions ad fallout. They now have a duty in their respective fields to work with these findings and use them to better the situation to the best of their abilities.

Technical professionals can use this data to perhaps launch other studies to analyze the true effects of the disaster in Japan on thyroid cancer rates in adjacent areas. This study and data finings from this can be used to show the need for further studies on the matter in order to determine the correlation between cancer rates and the disaster. The study overall shows that there were high screening rates for thyroid cancer after the disaster, yet attributes it to the possibility of over diagnosis. This study can open the doors for numerous more studies on this matter. This study can also be used down the road as a reference for anyone who wishes to study the degree of fallout and cancer rates caused by a nuclear disaster. Methods used in this study can be modeled down the road for other disasters, with adjustments accounting for the possibility of over diagnosis.

There was no emergency response addressed in this article directly. Yet, I believe patient narrative and the understanding of the connection between cultural stigmas or background and patient narrative is so imperative for EMS and other healthcare providers. It is crucial for emergency responders to understand possible cultural influences on patients and how that might effect their perception of their illness or how they reflect what they are experiencing to you as the their health care provider.

According to the history page of American Red Cross, the organization began in 1882. In the 23 years following that, the organization aided in disaster relief efforts with the US Army during the Spanish American War. Not until prior to WW1 was the first water safety, first aid and health program introduced by the organization, where they first expanded their efforts and scope of what they can offer. What truly motivated the way and thinking of disaster relief was the outbreak of war America had. The organization grew tremendously because of war. In the 4 years between 1914 an 1918, chapters of American Red Cross went from 107 to 3,864- which is astonishing. Membership also grew from 17,000 to 20 million in that time. With this large jump of people and chapters came a large growth in funding and material to cover programs, hospitals, nurses, etc to aid refugees and American and Allied forces. Then in 1918, influenza pandemic struck and American Red Cross was able to help combat that and in the process took on more nurses to do so. This trend of growth is seen during times of war, or devastation such as the Great Depression, Mississippi River flood and WW2. Ultimately, what motivated the growth and disaster response was the need for it. As need increased for care during times of war, devastation or disease, American Red Cross grew, due to those in support of troops overseas, volunteering time and money, which allowed for the organization to grow and gain the moment needed to combat epidemics and eventually natural disasters.

This was touched upon a little in a previous question. Many cases of patient dumping were popping up around America. Patients in need  of emergency medical care were being cast aside, ignored and delayed due to their inability to pay. In addition to the stab patient, Eugene Barnes that sparked this law, there were dozens of other cases where patients needed to be transferred to larger hospitals but the hospital refused to take patients without insurance, so the patients died. There were cases of people being asked right before surgery for a deposit, and being unable to pay were discharged with no surgery. There was also a very high rate of dead babies that were arising due to the fact that mothers in labor were being turned away because the patient was uninsured. It was then realized by the government that there were no legal duties for a hospital to treat people who are in emergency situations but cannot pay, only ethical and moral duties, which apparently weren't enough in some cases. This led to the birth of the EMTALA, requiring medical attention to all ED patients as well as transfers if needed to stabilize, including mothers in labor.

The film points out that there is a clear need for more public health infrastructure. Procedures to combat outbreak should be enacted but also increasing the education of the masses on disease spread and how to act preventatively, as well as effectively.
